This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. Number DAKF57-98-Q-0077
applies and is issued as a Request for Quotes. The RFQ document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-03. This procurement is issued as 100 percent
restricted setaside for small business (SB) concerns. If adequate
response is not received from SB concerns, the quote will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SB concerns.
Concern means any business entity organized for profit with a place of
business located in the United States, including, but not limited to
an individual, partnership, corporation, joint venture, association, or
cooperative. The size standard for any concern including its affiliates
with an average annual sales or receipts for its preceding three fiscal
years shall not be in excess of $5 million. SIC code: 0831. Anticipated
start date is 2 Mar 98, with a completion date of 15 Mar 99. Provide
service to germinate and grow 1-0 bare root stock sagebrush seedlings
(150,000 each). Seeds will be provided by the Government. Nursery must
be located in the same climatic zone as Central Washington (Yakima),
which allows for better survivability of transplanted stock. Nursery
must be able to grow plants outdoors rather than in controlled indoor
conditions. Minimum height requirement of seedlings is four inches.
Must be able to provide bare root. The seedlings will not be bagged or
sealed prior to pickup date. Seedlings can be packed loose as long as
the packing method does not increase the potential for dessication.
Boxes are for transporting root seedlings and should be able to
withstand climatic controlled atmosphere (should be coated). Nursery
must be able to provide shrubs of the appropriate size during the short
planting period (23 Feb -- 15 Mar 99) at Yakima Training Center.
Nursery facilities and listing operations shall meet standards of the
forest nursery industry. Contractor does not have use of government
facilities. Unit reserves the right to inspect contractor's facility
prior to award of contract. All responses to the quote must be in

not be accepted. The F.O.B. delivery address is Yakima Training Center,
MS-75, Directorate of Environment & Natural Resources, Bldg 810,
