United States Air Forces in Europe Contracting Squadron (USAFE CONS) is
performing a cost comparison study to determine the feasibility to
convert telephone switchboard operations at Ramstein AB, Sembach AB,
Spangdahlem AB (all located in Germany), and RAF Mildenhall (located in
the United Kingdom) to a contractor operated function. The USAFE CONS
will be using modified OMB Circular A-76 procedures as they apply to
procurements outside the Continental United States. This solicitation
will not result in a contract if Government performance is determined
to be more advantageous. The contractor tasks will include, but are not
limited to, operator assistance, directory assistance, completion of
tracer actions, customer education, Telephone Control Officer duties,
and language translation services (at Ramstein AB only). The sequence
of tasks listed does not imply a rating of importance or frequency of
the requirement(s). The entire contract period, including option
periods, would not exceed 60 (sixty) months according to the
requirements of the Federal Acquisiiton Regulation (FAR) for
non-personal service contracts. Start of contractor performance would
be 01 Oct 1999, preceded by a 45-day phase-in period. The USAFE CONS
contemplates to issue written Requests for Proposal (RFP) to all
interested potential offerors. The RFP is expected to be issued in June
of 1998. The solicitation period will be approximately 50 (fifty)
calendar days. A copy of the draft Performance Work Statement (PWS) is
presently available on the USAFE CONS homepage
(http://www.usafe.af.mil/joint/cons/html/specialized.html) for industry
review and comments of any nature (technical, administrative, etc.).
Interested sources are encouraged to provide written comments on the
draft PWS to the Contracting Officer, or may request placement on the
bidder's mailing list. A copy of the RFP shall be requested in writing
from the USAFE CONS. Requests for a copy of the RFP shall identify, at
a minimum, the source's name, address, telephone number, and point of
contact. The facsimile number for requesting a copy of the RFP is
01149-631-3539-112 or -145. The RFP will also be made available on the
USAFE CONS homepage after the solicitation release date. All
responsible sources may submit a proposal which shall be considered by
