Provide international long distance service for Hawaii Information Transfer System (HITS) subscribers for the base period of 1 August 1998 through 20 February 2000, and three one-year option periods. Option years shall be separately priced but shall be evaluated together with the basic contract price as part of source selection. This is a follow-on effort too re-new an existing international long distance switched voice service contract No. DCA300-94-D-0001 which supplements the Oahu Telephone System (OTS) subscribers also referred to as Follow-on Interim Telephone System (FITS) subscribers. The HITS provides information transfer services to Department of Defense users located throughout the State of Hawaii. Services shall include all labor and materials for the installation, operation, and maintenance of international long distance service, full operator services, traffic reports, and rated billing detail for bill preparation. The prospective contractor shall be responsible for coordinating with AT&T, the HITS Contractor, for any requirements to interface the HITS network with their commercial long distance network. The Government intends to award a negotiated requirements contract with firm-fixed priced CLINS for international long distance minutes/services. Estimated base period requirement is 2,500,000 call minutes. A Request for Proposal is scheduled to be issued on or about 16 March 1998. Proposals will be due on 20 April 1998.
