Dick.Tokosch@ssa.gov. The purpose of this contract is to obtain the
services of a qualified contractor who can provide the necessary
facilities, equipment and personnel to perform the telephone
interviewing activities integral to conducting a special field office
(FO) Caller Recontact Survey (CRS) in May of 1998. The survey
instrument (questionnaire) will be provided by SSA. In 1997, SSA
installed automated attendant (AA)/ voice mail (VM) telephone services
into selected FOs as a new approach to improving service to the
public. SSA evaluates its telephone services as part of its continuing
efforts to ensure quality service by recontacting persons who try to
conduct business with SSA over the telephone. The contractor shall be
required to: (a) Have the personnel capable of conducting caller
recontact interviews in both English and Spanish; (b) Provide SSA with
data collected during the survey in the precise format needed to
generate a database for efficient tabulation and analysis (the
contractor will use a Blaise form ofComputer Assisted Telephone
Interviewing (CATI) software);(c) Provide SSA with a brief written
summary of interviewing activities and results. (d) Conduct the CRS
telephone interviews during the months of May and June 1998. For this
CRS, OPIR will issue to the contractor approximately 2200 telephone
numbers of FO callers. Sample listings will be supplied to the
contractor for calls received by the selected FOs between May 1 and May
18, 1998. Callers names will not be provided. The contractor must be
ready to begin recontacting the FO callers on the listings upon
receipt. The results of the recontact efforts are expected to be
transmitted by the contractor to SSA within about 15 calendar days
after receiving each listing. OPIR will provide the contractor with
Blaise software files preloaded with the following information: (1)
caller s telephone number, (2) FO code, (3) date of call and (4) time
of call. The contractor shall not be responsible for analyzing survey
data or preparing a formal report. (d) Contractorwill provided one copy
of the FO CRS instrument (questionnaire) and the survey handbook
including instructions. SSA will provide the English version. The
contractor will be responsible for duplicating and translating the
copy. This is a Total Small Business Set-Aside. Responsible companies
interested in submitting a quotation should submit a request in writing
to the contracting office within 10 business days of this publication.
