Mattson, Contracting Officer. - This procurement is a 100% "small
business set-aside" for "small business manufacturers" or "small
business dealers", who can provide the product of a "small business
manufacturer". All responsible sources may submit a quotation. This is
a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; quotations are being requested and
a separate written solicitation will not be issued. Solicitation number
N00604-98-Q-A610 applies and is issued as a Request For Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45 and Defense
Acquisition Circular 91-11. The standard industrial code is 3564 the
business size standard is 500 employees. This requirement is for one
(1) each portable cartridge filter dust collector with a blower and
associated wiring/control circuitry, herein called dc, which shall
remove solid debris and dust particles from exhaust ventilation air
during sandblasting operations. DC and associated blower shall be fully
assembled and ready for use. Applicable Documents. -Title 29 of the
Code of Federal Regulations, Chapter XVII, Part 1910 -- Occupational
Safety and Health Standards, National Electrical Manufacturer's
Association (NEMA), National Fire Protection Association (NFPA),
National Electric Code NFPA Electrical Standard for Industrial
Machinery NFPA 79, American Society of Mechanical Engineers (ASME),
Safety Standard for Low Lift and High Lift Trucks B56.1 (latest
edition), Air Movement and Control Association, Inc. (AMCA). DC shall:
1) be completely factory prewired, assembled, tested, and ready for
immediate use, 2) be portable to allow for possible relocation of unit,
3)be modular in design and construction to allow for possible addition
of filtering units in the future, 4) be pulse-jet filter continuous
duty cleaning type, with a minimum filter cloth area of 17,600 ft2, to
handle approximately 32,700 cfm of air, at an operating resistance (dc
inlet to dc outlet) of approximately 2.8" w.g.. Air to filter media
shall not exceed a 1.9:1 ratio. 5) be equipped with an automatic
pneumatic pulse-jet type continuous/sequential cleaning of filter
cartridges, designed to operate at approximately 6-18 scfm at 80-100
psig compressed air. Pilot solenoid valve control boxes and solid state
circuit timer boxes to be of NEMA 4 rating. Pulse frequency and
duration to be adjustable, 6) be equipped with filter cartridge and
element meeting the following requirements: a) certified by an
independent test laboratory, to a cleaning/filtering efficiency of at
least 99.999% micron particulate, b) have manufacturer's approval for
using the selected cartridge filtering media for use as ventilation
equipment for metalworking abrasive and sandblast cleaning type work,
c) be flame retardant, d) shall be readily available as a standard
manufacturer's stock item, 7) be equipped with automatic cleaning
pressure demand photohelic switch/gage in a NEMA 4 enclosure, 8) have
replaceable explosion vents installed, 9) have cartridge access covers
to allow for visual inspection of each filter cartridge, 10) be
equipped with barrel top adapters with positive sealing type slide
gate. Barrel top adapters shall be designed to fit and connect onto
standard 55 gallon drum tops. Any associated accessories such as flex
hose and barrel top connection with latches shall be included, 11) be
equipped with a minimum of 4 (four) hoppers each of which discharges
into a standard 55 gallon drum. DC shall have clearance that allows the
55 gallon drum to be place onto a standard height pallet, 12) be
designed to withstand exposure to sun and high (up to 100%) humidity
salt laden air and have a minimum wind load rating of at least 80 mph
free standing, 13) have support legs designed to seismic zone rating,
14) have overall construction housing of at least 7 gage ASTM hot
rolled steel for a pressure rating of at least -20" w.g.. All welding
shall be performed by ASME certified welders. Hopper shall be of at
least 12 gage thickness hot rolled steel construction, 15) be equipped
with a personnel platform and ladder to provide access to filter
cartridge replacement and equipment maintenance, 16) have solenoids and
other components if required. DC shall be equipped with a noise
reducing enclosure if necessary to ensure that the noise level
specified in Para 3.7 of this spec is not exceeded during operation,
17) have momentary contact start and stop push button station,
applicable motor starter and exterior supply circuit disconnect
(fusible disconnect or circuit breaker). Controls shall be placed free
of obstructions and easily accessible, 18) be designed for filter
replacement outside of unit, such that personnel do not have to enter
the collector to change filter element. No special tools (unless
provided with equipment) for changeout shall be required, and filtering
elements and replacement shall beeasily accessible, 19) have interior
and exterior of dc painted with rust inhibited primer, and painted with
at least one coat or more of enamel paint or equivalent for
rust/corrosion protection, 20) be wired for 460 VAC, 60 HZ, 3 phase,
control voltage shall be derived from the control transformer contained
in the same unit, DC Fan shall: 1. be completely factory prewired,
assembled, tested and ready for immediate use, 2. be a centrifugal
type, backward curved airfoil blades or backward inclined blades, AMCA
class 3, single inlet, single width, upblast, arrangement 9 or 9F,
adjustable drives, performance rated for 32,700 cfm at 7.0" w.g. TSP
with approximate 48.8 Bhp, minimum 60 hp TEFC (totally enclosed fan
cooled) industrial motor, and rated a minimum 1.5 service factor drive,
3) be AMCA class C (spark resistant) construction, 4) be equipped with
flanged outlet, scroll access door, scroll drain with plug, OSHA belt,
shaft and bearing gua rds, 5) .primered and painted (interior and
exterior housing surfaces) for corrosion protection, 6) not exceed the
noise level specified in Para 3.7 of this spec during operation. DC
and Fan shall: 1) permit personnel to easily service the equipment
using a minimal number of tools, 2) have covers, guards, or other
safety devices for all parts of the equipment that present safety
hazards and be removable to facilitate inspection, maintenance and
repair of the parts without interfering with operation of the equipment
3) have all exposed surfaces clean and free from harmful/extraneous
material. All edges rounded or beveled, 4) have electrical control
panel enclosed in a NEMA 4X enclosure,5) have easy accessible operating
controls. All utility connections shall be easily accessible from
outside the frame on ground level and shall include the applicable
protection devices. Normal work station may not be adjacent to the dust
collector, therefore, wiring/controls shall be such that the operator
can have the ability to control the dust collector from a remote
station. Vendor shall identify location of control relays required in
the control panel to permit such operations, Gross Weight of DC and
Fan: 1) The gross weight of DC and its contents shall not exceed 10,500
pounds and shall be permanently marked on the dc's
nameplate/labelplate. Determination of weight shall be certified and
documented in the technical manuals, 2) The gross weight of the fan
shall not exceed 4,000 pounds and shall be permanently marked on the
fan's nameplate/labelplate. Determination of weight shall be certified
and documented in the technical manuals. Contract shall also include
the following replacement parts 1) 1 set of replacement flame retardant
filter cartridges for each unit, 2)if any fuses are used, 2 sets of
replacement fuses for each unit and 3) any special tools or equipment
required to operate/service the DC and Fan. Electrical Components, 1)
Electrical components including motors, starters, relays, switches, and
wiring shall conform and be located IAW applicable NEMA and NFPA
standards [especially NFPA 70 (National Electrical Code) and NFPA 79].
2) The electrical components shall also be UL (listed or recognized),
FM listed, or listed by an equivalent certified nationally recognized
testing organization. Contractor shall provide a certification stating
that the DC is in compliance with OSHA 29 CFR1910.303(b). A copy of
this certification is to be included in the manufacturer's technical
manuals.,3) Electrical system shall conform to NEC and be capable of
electrical lockout/tagout. 4) E.lectric Power Disconnect -- A push
button supply circuit disconnect, either a fusible motor circuit switch
of circuit breaker, provided and installed on the equipment. 5) Exposed
electrical components shall meet the requirements of NEMA 4X. Exposed
instrumentation controls, electrical enclosures and electrical wiring
shall be waterproof and corrosion res istant, Environmental Conditions:
1) Audible noise emitted from the fan during operation shall not exceed
84 dbA at 10' in a hemispherical free field. 2) Audible noise emitted
from the dc (solenoids, solenoid valves, diaphragm valves, etc.) during
operation shall not exceed 84 dbA at 5' in a hemispherical free field,
3) DC shall not emit materials hazardous to the ecological system as
prescribed by federal, state or local statues. The use of asbestos,
polychlorinated biphenyl (PCB) or mercury material on/in DC are
prohibited. .H. Safety and Health Requirements -- 1) Machine parts,
components, mechanisms, and assemblies on the unit shall comply with
specified requirements of OSHA Safety and Health Standards (29CFR1910),
General Industry" that are applicable to the equipment., Handling
Devices: 1) Lugs/lifting eyes -- Contractor shall provide lugs or
lifting eyes that shall be IAW all applicable OSHA requirements.
Contractor shall certify that lugs/lifting eyes provided have a minimum
factor of safety of 5 to 1 with respect to ultimate yield material
strength. Lifting cables shall be free from obstructions. Note that a
spreader bar will not be used unless provided by the contractor.
Nameplate -- A corrosion resistant metal nameplate shall be securely
attached to the machine's exterior at eye level. All words, in English,
shall be engraved, etched, embossed or stamped in bold-face letters
containing the manufacturers name, serial number, size, model, power
input (volts, amps, phase, frequency), gross weight of the equipment,
contract number, date of manufacture, and bar coding. A copy of the
nameplate shall be in the technical manuals. .Technical Manuals --
Contractor shall provide 3 sets of technical manuals in English on
installation/set-up, operating, maintenance, troubleshooting and repair
procedures, a listing of all parts and components (including original
manufacturers part numbers including any sub- contractor furnished
parts) contained in the equipment and schematic diagrams of the
electrical system. QUALITY ASSURANCE PROVISIONS/TESTING: Unless
otherwise specified in the contract the contractor is responsible for
the performance of all inspection requirements as specified herein. If
for any reason the operational or in-service test fails, the cost to
return (shipping of equipment, etc.,) will be charged to the
contractor. Inspection and acceptance shall be conducted at
destination. Standard practice for commercial packaging overseas..
INSTRUCTION FOR OFFERORS: Requirements for Technical Proposals --
Offerors shall submit, in duplicate, their technical proposals written
in the English language, which shall enable government personnel to
make a thorough evaluation and arrive at an unquestionable
determination as to whether or not the proposed equipment and material
fully meets the requirements of the solicitation. To this end, each
technical proposal shall be so specific, detailed and complete as to
the requirements herein and design, application and installation of the
equipment and materials to be provided. Statements which paraphrase the
specifications or attest that standard procedures will be employed,
etc." are inadequate. Each proposal must be sufficientlyadequate to
demonstrate full compliance with the technical requirements. Failure to
comply with these instructions may result in rejection of an offer. A
complete description of the equipment offered to comply with the
specification, this should include but is not limited to the following:
1) For each numbered paragraph or subparagraph of the specification,
the offeror must, on a separate sheet of paper, list each paragraph or
subparagraph number, state comply"or exception", and explain how he
complies or how he takes exception, 2) The offeror shall provide
literature (brochures,, photographs, drawings, electrical schematics or
equivalent), describing the equipment to be provided along with a
narrative description of how the equipment will operate as a complete
system. Where the literature shows more than one piece of equipment,
the offeror shall indicate which piece of equipment is offered. Where
the equipment shown in the literature varies from the equipment being
offered, the offeror shall describe the variations. 3) Offers which do
not present sufficient information to permit complete technical
evaluation by the government may result in rejection of an offer.
REQUIREMENT FOR CURRENT FIELD PROVEN DESIGN" EQUIPMENT -- In order to
substantiate that the offered equipment is, as defined under paragraph
3.0 of the specifications, of current field proven design, offerors
shall submit, as a minimum, the following: a).data which demonstrates
compliance with the performance, safety and construction standards of
the specifications, b) structural, mechanical, and electrical design,
construction and performance specifications for all major assemblies
and subassemblies of the equipment c) Size and weight of the equipment.
d) Utilities required and estimated quantity, in standard units, to
support operation of the equipment. e) Scope and schedule of work to
accomplish installation. f) Description of operation, including
maintenance and trouble-shooting techniques g) List of customers to
whom representative current fieldproven, design equipment has been
previously sold and point(s) of contact having a intimate knowledge of
the equipment. The above information shall be provided by means of
descriptive material including illustrations, catalog cuts,
schematic/engineering drawings, conceptual explanation or other
descriptive literature which relates specifically to the equipment
being offered. Failure to comply with these instructions may result in
rejection of an offer. Shipping Note: This specification is for FOB
destination. DC shall be completely factory assembled, prewired and
tested prior to shipping. Pearl Harbor will provide all necessary duct
work from the building to the dc and from the dc to fan. Wiring" as
stated in the solicitation refers to the equipment as a whole and not
field wiring from equipment to building electrical panel. Contractor to
provide necessary wiring from the main blower motor to the control
panel. Panels to be wired to permit blower to be independently
controlled from a remote location. Contractor to identify location of
control relays in control panel that will permit such operations.
Contractor must also identify necessary power required to operate the
blower and DC (i.e., volts, amps, number of phases). Wiring for
solenoids, used for ;air blowdown of filter cartridges, to be provided
complete with timers if applicable to a terminal box. The centrifugal
blower shall be completely factory assembled, prewired and tested
prior to shipping. The centrifugal blower and control panel may or may
not be separate/unattached to the DC frame structure, either way is
acceptable (separate/attached) provided it complies to OSHA, NEMA and
NFPA regulations and this solicitation. This will be a firm fixed
priced contract and will be awarded utilizing Simplified Acquisition
Procedures. The shipping terms will be F.O.B. destination, Pearl Harbor
Naval Shipyard, Bldg. 167, Pearl Harbor, Hawaii, with inspection/
acceptance at destination. Delivery of the Dust Collector is required
30 days after receipt of the contract. Standard practice for Commercial
Packaging. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (b),
Technical Description substitute "Descriptive literature" for
"technical description"; Paragraph (h), Multiple awards-Delete entire
paragraph. Substitute "Award. The Govt plans to award a single contract
resulting from this solicitation." Offerors are required to complete &
include a copy of the following provisions w/their proposals: FAR
52.212-3, Offeror Representation & Certifications-Commercial items.
Also, DFARS 252-225-7000, Buy American Act & Balance of Payments
Program Certificate. Clause 52.212-4, Contract Terms & Conditions
Commercial Items, applies. Addendum to FAR 52.121-4; Paragraph (o)
Warranty-Add: "Additionally, the Govt will accept the contractor's
commercial warranty." Add the following addendum clause: FAR 52.211-5,
New Material. The clause at 52.212-5, Contract Terms & Conditions
Required To Implement Statutes or Executive Orders-Commercial Items
applies with the following applicable clauses for paragraph, FAR

Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, applies w/the following clause applicable for
paragraph (b): DFARS 252.225-7012, Preference for Certain Domestic
Commodities; & DFARS 252.225-7001, Buy American Act & Balance of
Payments Program. Offers responding to this announcement should also
provide its Commercial and Government Entity (CAGE) code, Contractor
Establishment code (DUNS Number) and Tax Identification Number. If a
change occurs in this requirement, only those offerors that respond to
this announcementwithin the required time frame will be provided any
changes/amendments and considered for future discussions and/or award.
The Govt intends to award to the responsible contractor whose
quotation is the most advantageous to the government considering price
and other factors. This solicitation will be evaluated on the
following factors: Technical and price. The government reserves the
right to judge which proposals show the required capability and the
right to eliminate from further consideration those proposal which are
considered unacceptable and not capable of being made acceptable
without major rewrite or revision. The written quotes and the above
required information must be received at this office on or before 18
Feb 1998 at 4:00 p.m., Hawaiian Standard Time. Proposals may be sent
