WESTERN AREA POWER ADMINISTRATION AVIATION STUDY The Western Area Power Administration, an agency of the Department of Energy, has completed a study of its aviation services program. The study utilized and applied the requirements and guidance of Office of Management and Budget Circular A-76, "Performance of Commercial Activities" (dated March 1996). Based on the results of the study, a tentative decision has been made to retain the function in-house.
