synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is:
N66001-98-Q-0022. The solicitation is being issued as a request for
quotation. The solicitation and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-3 and Defense
Acquisition Circular 91-12. This procurement is unrestricted. The
associated SIC code is 3357 (1000 employees). Contract Line Item 0001:
Two (2) lengths of optical/mechanical shore cable 7.5 km each length.
Contract Line Item 0002: Test/Inspection Report (DID# DI-NDTI-80809B).
Contract Line Item 0002 is not separately priced from Contract Line
Item 0001. Statement of Work: Fabricate and test 15 km of cable for an
Advanced Deployable System as per the specifications stated herein.
The cable shall be delivered in 7.5-km continuous span lengths. No
Government Furnished Equipment. No travel requirements. Unclassified.
Place of Performance is 100% contractor's facility. Specifications. The
following documents apply to the extent specified herein: ISO 9001
"Quality Systems -- Model for Quality Assurance in Design/Development,
Production, Installation and Servicing"; EIA/TIA-455-60 "Measurement
of Fiber or Cable Length Using an OTDR"; EIA/TIA-455-61 "Measurement of
Fiber or Cable Attenuation Using an OTDR"; and EIA/TIA-455-78 "Spectral
Attenuation Cutback Measurement for Single Mode Optical Fibers".
Optical Requirements: Optic Fiber: Single mode dispersion-shifted
optical fiber; Number of Fibers: Six (6) color coded fibers (contractor
colors); Attenuation: less than 0.25 dB/km @ 1550 nm; Dispersion: less
than 2.7 psec/(nm km) over the range 1525 nm to 1575 nm; Mode Field
Diameter @ 1550nm: 8.10 +/- 0.65 microns; Cladding Diameter: 125 +/-
2.0 microns; Core to Cladding offset: less than 1.0 microns; Buffer
Coating: 245 +/- 10 microns; Cable Cutoff Wavelength: less than 1250
nm; Fiber proof strength: 100 kpsi minimum. Each length of cable shall
be provided as a continuous length without mechanical splices or
junctions. The optical fibers shall be contained in a stainless steel
tube. Cable weight: 200 lb./km in seawater (minimum) and 250 lb./km dry
weight (minimum). Cable diameter: < 0.50 inches nominal. Working
Strength: 2,000 pounds minimum based on 0.3% fiber strain. Breaking
Strength: 5,000 pounds minimum. Strength Member: Steel. Length: 7.5-km
continuous span length. Workmanship: The cable shall be uniform and
consistent and shall be free of kinks, abrasions, inclusions, cracks,
voids, and damage. Operating Environment: Maximum working temperature:
30 C; Minimum working temperature: minus 3 C; and Maximum working
hydrostatic pressure: 500 psi. Storage Environment: Maximum storage
temperature: 85 C; Minimum storage temperature: minus 18 C; Humidity:
5% -- 95%, continuous or intermittent; Storage life: 5 years min; and
Storage condition: on original shipping reels. Quality Assurance:
contractor facilities shall be capable of measuring and testing
(product) as required by this specification. All equipment used for
acceptance testing shall have calibration traceability to the National
Bureau of Standards, and equipment shall be certified to be in
calibration at time of test. Contractor facility certification to ISO
9001 is preferred but not mandatory for performance to this
specification. Responsibility for tests: Tests shall be the
responsibility of the contractor. Acceptance Tests. The following tests
will be performed on all cables: Optical tests: OTDR measurement per
EIA/TIA-455-61 or EIA/TIA-455-78. The attenuation shall conform to the
applicable requirement contained herein; and In-process measurements:
The optical attenuation of each fiber shall be measured with an OTDR
at 1550 nm after each manufacturing step. Hard copies of all the OTDR
traces shall be included inthe test report. The following data is
required for each length of cable produced: Cable length data: Cable
length shall be determined optically in accordance with EIA/TIA-455-60;
Fiber Attenuation data: The attenuation (hardcopies of OTDR traces) at
each manufacturing process step for each length of fiber used prior to
cabling and after cabling, prior to shipment. The tests shall be
performed in accordance with EIA/TIA-455-61; Armor wire: material
description, source, lot number, and date of manufacture; Jacket
material: description, source, lot number, and date of manufacture;
Optic fiber: description, source, lot number, and date of manufacture;
Filler material: description, source, lot number, and date of
manufacture; and Additional buffer material (if applicable):
description, source, lot number, and date of manufacture (if
applicable). Preparation for Delivery. Marking: Contract number, cable
part number, cable length and date and lot codes shall be marked on
the shipping reels with removable adhesive labels. Packaging: Each
length of cable shall be packaged on a separate reusable shipping reel
with both ends of the cable accessible without removing the cable from
the reel. At least 20 feet of cable shall be accessible on the inside
end of the reel. The reels shall be strongly constructed to protect the
cable from damage during shipping, handling, and storage. Cable ends
shall be sealed to prevent contamination of the cable. Special care
shall be taken to ensure safe delivery of cable reels. The reels shall
be shipped with flanges oriented vertically. Deliverables shall be
submitted for acceptance FOB Destination to Mr. Chris Young (D746), SSC
SD, 53560 Hull Street, San Diego CA 92152. Delivery is required NLT 15
MAY 98. Contractors may quote an alternative delivery date for the
second length of cable. The FAR provision at 52.212-1 "Instruction to
Offerors -- Commercial" applies to this acquisition. Award will be made
to that source whose quote is the most advantageous to the Government
based on price, past performance, technical capability of the item to
meet the requirement and delivery date for the second length of cable.
Quoters shall provide evidence demonstrating that they have successful
experience in fabricating the required cable which meets the
specifications detailed herein. The Government requires the right to
inspect manufacturing facilities before award to ensure that the
contractor has the ability to meet the specification. Quoters shall
include a completed copy of the FAR provision at 52.212-3 and the DFARS
provision at DFARS 252.212-7000 (both are Offeror's Representations and
Certifications -- Commercial Items) with its quote. DFARS provisions
252.227-7017 "Identification and Assertion of Use, Release or
Disclosure Restrictions" and 252.227-7028 "Technical Data or Computer
Software Previously Delivered to the Government" are incorporated by
reference in this solicitation. The FAR clause at 52.212-4 "Contract
Terms and Conditions -- Commercial Items" and at 52.212-5 "Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
-- Commercial Items" and the DFARS clause at 252.212-7001 "Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items" apply to this
