Development (USAID) contemplates issuing a Request for Applications
(RFA) for a Cooperative Agreement(s) from U.S. registered Private and
Voluntary Organizations (PVOs) for funding a program of Reconstruction
and Remedial Activities for the victims of the conflict in the
Abkhazia region of Georgia. Subject to the availability of funds, USAID
intends to provide approximately $5 million in USAID funding for an
18-month period. Multiple cooperative agreements may be awarded as a
result of this RFA. In this case, the total amount of each award may
vary. This program will be funded under USAID/Caucases Strategic
Objective 3.1 -- Reduced Human Suffering and Crisis Impact. The two
areas of focus are Health Facilities Reconstruction and Education
Facilities Reconstruction. Only one program will be approved in each of
these sectors, i.e., one for Health Facilities Reconstruction and one
for Education Facilities Reconstruction. Initial activities in both
sectors will be expected to include a comprehensive assessment of needs
and baseline data, and, programs in each sector will need to be closely
coordinated with UNHCR and ACH to avoid duplication of activities. All
proposed agreement programs must be consistent with the Government of
Georgia and USAID/Tbilisi development policies and priorities and
demonstrate reasonable prospects for institutional sustainability of
proposed benefits after completion of the assistance instrument. Other
program requirements will be provided in the final RFA. As stated
above, USAID may make multiple awards from this RFA to the responsible
applicant(s) whose application(s) conforming to this RFA offers the
greatest value to the Government. This CBD notice and the RFA and
