410/762-6456/Contracting Officer The Coast Guard has a requirement for
naval architect and engineering support services relating to the
acquisition of new cutters, the maintenance and upgrade of existing
cutters, management of vessel configuration and performance
characteristics and engineering and design services. This requirement
consists of taskings in the following areas: 1) Engineering and
feasibility studies, and cost analyses, 2) Evaluation and analysis of
preliminary construction design, 3) Engineering efforts to suport
shipboard systems design, 4) Technical library and database file
management, 5) Performance design and testing, 6) Integrated logistics
support, procurement and material management support. This requirement
is for concerns under SIC 8711, size standard $13.5 mil. The Coast
Guard intends to award an indefinite-delivery/indefinite-quantity
(IDIQ) contract. Preference will be given to contractors located within
a two hour commute (one-way), bye either automobile or train of the
ELC. To be considered, Contractors must demonstrate their ability to
meet all the requirements stated in the solicitation. The period of
performance is for an initial base year with four one-year options.
Anticipated annual minimum is $25,000.00 with a ceiling for the base
and all option years, if exercised of $10,000,000.00. FAR 52-217-8
"Option to Extend Services" is included. Services will be implemented
through individual, firm-fixed price delivery orders. For a copy of the

Department of Transportation (DOT), of the Office of Small and
Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates toprovide accounts receivable financing.
