Pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, NASA-Ames Research Center anticipates negotiating a contract with CAE Electronics Limited, through the Canadian Commercial Corporation, for technical services to develop and execute simulation exercises to be conducted in the U. S. Army Advanced Modeling and Simulation Facility (AMSIM). Specific exercises covered under this requirement include the Rotorcraft Pilot's Associate Combined Arms II mission effectiveness warfighting evaluation, the Airborne Manned/Unmanned Systems Technologies simulation and the development of Distributed Simulation Technologies. The services required include simulation development, test execution, and post-test data reduction, analysis and documentation. Simulation development will require design and development of an integrated simulation environment consisting of both software and hardware products, the primary constituents of which are: simulation of ownship Mission Equipment Packages, expert system software integration, tactical environment simulation, distributed networking and data recording; computer image generator hardware and software; two pilot-in-the-loop real time simulators; and general facility support services. Test execution consists of preparing the simulation environment for each period of test operations, operating and maintaining all hardware and software components in preparation for and during testing, and collection and archival of all experimental data. Post-Test Support comprises data reduction, analysis and presentation, including contribution to the final test report and associated technical briefings. The AMSIM simulators include the Crew Station Research and Development Facility (CSRDF) and the Mission Equipment Simulation and Evaluation Facility (MESEF). Both of these are advanced fixed base rotorcraft simulators that permit real time, pilot-in-the-loop simulations of part- and full-mission military operations in an interactive environment that can include both friendly and hostile aircraft and ground vehicles. The simulators share a visual system composed of an advanced Computer Image Generator that provides full color, full texture visual imagery with realistic moving models, weapon effects and weather simulation, and a two-channel, high-brightness, high resolution head- and eye-slaved Fiber Optic Helmet Mounted Display. The CSRDF consists of a fixed-base cab with two tandem seats which permits either single or dual crew operation; three multi-purpose workstations with controls and displays for real time piloted tactical team or opponent simulation; a communications workstation for on-line verbal and data link interaction with the crew station; and an Experimenter/Operator Console for controlling and introducing variables of interest during the simulation. The MESEF is a single seat fixed base full mission rotorcraft simulator designed to provide fully reconfigurable aircraft aerodynamics, sensors, instrument displays and flight controls. RFP will be released on or about March 9, 1998, 30 days after publication of this synopsis in the CBD. Firm date for receipt of proposals will be stated in the RFP.
