Aircraft Equipment Division at the Human Systems Program Office, Brooks
AFB, TX is soliciting proposals for first article fabrication, test and
evaluation, and production of a Patient Loading System (PLS). This will
be a Firm Fixed Price procurement for 48 PLS ramps plus one first
article. The PLS is a specialized aluminum ramp that allows patients to
be loaded from the ground level to the passenger door level of a
commercial Boeing 767 aircraft. It is constructed of thin-wall aluminum
tube scaffolding and aluminum decking. Cast aluminum components, in
addition to various types of fasteners, are used throughout. This
system must have at least a 25 year storage life without requiring
periodic maintenance. It is to be stored in covered, but not
environmentally controlled, storage facilities around the world.
Developmental drawings are available, in addition to a Statement of
Work and Performance Specification. A two-step solicitation process
utilizing Full and Open Competition will be used in this acquisition:
Step one: Submit three (3) copies of a firm's Technical Proposal for
Air Force evaluation. The time and date for receipt of Technical
Proposals will be set forth in the solicitation[ ]** **Pricing will NOT
be furnished in Step 1. Step two: After completion of Step 1, an
amendment to the solicitation will be issued. The amendment will be
issued only to those companies whose technical proposal has been
determined technically acceptable*. Those firms whose proposals are
determined technically acceptable will have the opportunity to provide
Price Submittals. *[The Air Force will require approximately 20 days
to evaluate all technical proposals] Award will be made to a
technically acceptable, responsive and responsible offeror based on
price and other factors. The anticipated release date for the
solicitation is 26 February 1998 with contract award projected in May
1998. The contractor will have to provide the initial first article PLS
test unit for approval prior to receiving authorization for production
of remaining 48 PLS units The Standard Industrial Classification (SIC)
code is 3446. Acknowledgment of receipt will not be made nor will
telephone inquires be honored. The Air Force reserves the right to
distribute the solicitation in paper copies or electronic media, or a
combination thereof. Companies may request copies of the solicitation
up until the closing date, but obviously will need adequate time to
prepare a good technical proposal. Responses to this notice must be
