Standards and Technology (NIST) has a requirement for renovations and
general construction to be performed in General Purpose Labs located at
the NIST Gaithersburg facility. The Standard Industrial Code is 1542.
The corresponding size standard is $17,500,000. The Government
anticipates multiple award of Indefinite Delivery, Indefinite Quantity
type contracts with Task Orders to be issued competitively on a firm,
fixed-price basis. The period of performance for each contract will be
one 12-month base period with two 12-month options. The scope of work
includes a wide variety of construction tasks including 1) rough and
finished carpentry work, 2) doors, windows, and glass work including
finish hardware and storefronts, 3) finish work including drywall,
acoustical treatment, insulating, painting and wall covering, and
special floor covering, 4) demountable partitions, casework, and
elevated floors, 5) mechanical work including plumbing, R&D piping
services, HVAC systems and air-side testing and balancing, and 6)
electrical work including electrical power and distribution and
lighting systems. Contractors will be provided descriptive
specification and some drawings for each task order. The total
estimated magnitude of construction is between $5,000,000 and
$10,000,000 including options for the life of the requirement. An
anticipated minimum base year amount under each contract is $1,000 to
be provided to a contractor as standby capacity in the event that no
task orders are awarded to the subject contractor in the base year and
for each option year, if exercised. This requirement will be procured
on a best value basis using acquisition procedures and provisions in
effect through Federal Acquisition Circular (FAC) 97-03. Technical
factors, which will include past performance, when considered together
will be significantly more important than cost/price. Request for the

52SBNB7C1124. All individuals who requested a copy of solicitation
52SBNB7C1124 will receive a copy of solicitation 52SBNB8C1030 when
released; no further notification is necessary. However, firms
responding to this request, causing a duplication of their firm's
request, will receive only one copy of the solicitation sent to the
individual who recently requested the solicitation. THIS SOLICITATION
IS RESTRICTED TO 8(A) CONSTRUCTION FIRMS IN THE SMALL BUSINESS
