Testing of all circuit switchers in unit substations D. -- Grounding

Testing in unit substations. All work will be in accordance with a
stringent Phasing Schedule as provided by VA. SIC CODE is 1731 at $7
million dollars. The magnitude of the project is between $100,000 and
