FOR COMMERCIAL ITEMS DESCRIPTION, PREPARED IN ACCORDANCE WITH FORMAT IN
FAR 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION, WRITTEN
RESPONSES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. THE SOLICITATION NO. 263-98-B(BP)-0016, IS ISSUED AS A
COMMERCIAL ITEM ACQUISITION. THE SOLICITATION/CONTRACT WILL INCLUDE ALL
APPLICABLE PROVISIONS AND CLAUSES IN EFFECT THROUGH FAR FAC 97-3.
INDEPENDENTLY AND NOT AS AN AGENT OF THE GOVERNMENT, THE CONTRACTOR
SHALL FURNISH AND INSTALL A SURFACE PLASMA RESONANCE DETECTOR CAPABLE
OF MONITORING MOLECURE BINDING PROCESS ON THE SURFACE OF A SPECIALLY
PREPARED BIOSENSOR CHIP, WHILE A SOLUTION CONTAINING THE SECOND PART IS
PASSED OVER THE SURFACE. THE RESPONSE MEASURED IN RESONANCE UNITS,
SHALL BE A DIRECT INDICATION OF THE AMOUNT OF INTERACTING OF THE TWO
PARTS THAT BIND FROM THE SOLUTION A REAL TIME BINDING CURVE PRODUCED BY
THE REQURIED SURFACE PLASMA RESONANCE DETECTOR SHALL CONTAIN A VARITY
OF INFORMATION. A RESPONSE SHALL SHOW BINDING, SO THE AT THE TECHNIQUE
BEING USED SHALL DETECT THE PRESENCE OF BINDERS AND INDICATE WHICH
SPECIFIC BINDING IS TAKING PLACE. THE SHAPE OF THE BINDING CURVE SHALL
SHOW KINETIC INTERACTION. THE LEVEL OF BINGING REACHED, SHALL DEPEND
ON THE AFFINITY OF THE INTERACTION. THE LEVEL OF BINDING SHALL ALSO BE
AVAILABLE INDEPENDENTLY FROM THE MEASURED RATE OF BINDING AND THE
AMOUNT BOUND AT A STEADY STATE SHALL BE RELATED TO THE ACTIVE
CONCENTRATION OF INTERGRATION IN THE SOLUTION. A CONTRACTOR SHALL
PROVIDE A SURFACE PLASMA RESONANCE DETECTOR CAPABLE OF THE FOLLOWING
PERFORMANCE SPECIFICATIONS: (1) SHALL BE CAPABLE OF MONITORING BINDING
IN UP TO FOUR FLOW CELLS, SEQUENTIALLY. (2) SHALL BE ABLE TO ANALYZE
DATA FOR KINETICS IN A GLOBAL MANNER. (3) SHALL NOT REQUIRE USER
STIRRING OF SAMPLE. (4) SHALL BE FULLY AUTOMATED, INCLUDING ADJUSTABLE
PROGRAMMING STEPS OF INJECTION VOLUMES OF 5 TO 750 MICRO LITERS AND
RATES OF 1 TO 100 MICRO LITERS/MINUTE AND DATA ANALYSIS. (5) SHALL BE
ABLE TO RUN UP TO 192 SAMPLES DIRECTLY FROM MICROTITER PLATES OR SEALED
VIALS. (6) BECAUSE GLASS CAN ABSORB OR DENATURE PROTEINS, THE FLOW CELL
SHALL BE MADE OF ANOTHER MATERIAL. (7) THE DRIFT SHALL BE LESS THAN 0.3
RESONANCE UNITS/MIN AND NOISE SHALL BE LESS THAN 0.6 RESONANCE UNITS.
(8) SHALL BE ABLE TO REUSE THE SAME BIOSPECIFIC SENSOR CHIP FROM 50 TO
100 TIMES FOR REPEATED SAMPLE ANALYSIS. DESCRIPTIVE LITERATURE MUST BE
INCLUDED WITH THE OFFEROR=S BID. THE DESIRED DELIVERY SCHEDULE IS MARCH
4, 1998. THE REQUIRED DELIVERY SCHEDULE IS APRIL 6, 1998. QUANTITY. --
