R -- SUPPORT FOR IMPLEMENTATION OF PLAIN ENGLISH REQUIREMENTS SOL 8D-1934-NASX POC Clarence Roberts, Contract Specialist 919 541-2344 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source agreement with The Murawski Group, located at 1431 Tejon Street, Colorado Springs, CO, to conduct 6 "on hands" workshops to convert drafted rules to plain English format. This sole source agreement will also include reviewing of regulation drafted in plain English. The Murawski Group was the contractor that originally trained The Federal Register (FR) personnel and prepared the FR's handbook's pages that set plain English standard. Due to The Murawski Group's involvement with this work in the past they have develop unique knowledge of the background information and expertise necessary to perform these tasks. The EPA anticipates awarding a Small Purchase for this requirement. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Clarence Roberts at the above address for consideration by the Agency. Responses must include detailed technical informationand other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination of what competition is feasible. If no affirmative responses are received within 15 days of this notice to determined whether a qualified source is more advantageous to the government, an order will be placed with The Murawski Group.
