COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 6,1998 PSA#2027S -- PRIVATIZATION OF U.S. ARMY OWNED PRIMARY ELECTRICAL DISTRIBUTION
SYSTEMS The Government is pursuing the privatization of the U.S. Army
owned primary electrical distribution systems which provide electrical
utility service on military installations located on the Islands of
Oahu and Hawaii, State of Hawaii. The scope of this initiative involves
the purchase, ownership, maintenance and operation of the entire high
voltage electrical distribution systems (this includes all electrical
services over 600 volts up to, but not including, the service
disconnects) which provides utility service to the various military
installations. The electrical utility system consists of many separate
and distinct systems. These are Schofield Barracks (15 mva demand,
approximately 4000 possible metering points), Wheeler Army Airfield (5
mva demand, approximately 500 possible metering points), Fort Shafter
(6 mva demand, approximately 1200 metering points), Tripler Army
Medical Center (6 mva demand), Aliamanu Military Reservation (5 mva
demand), Fort DeRussy (5mva demand), Schofield Waste Water Treatment
Plant (approximately 3mva demand) Helemano Military Reservation (2mva
demand), Wheeler Housing (2mva demand, approximately 500 metering
points), Kaena Point Satellite Tracking Station (2mva demand), and the
following loads with demands approximately less than 2mva, Waianae
Army Rest Camp, Kilauea Military Camp, Pohakuloa Training Area,
Dillingham Military Reservation, Mauna Kapu, Makua Military Reserve,
Kawaihae Harbor, Maui Reserve Center, Hilo Reserve Center, Kahuku
Training Area, Fort Ruger. The total electrical capacity of the
Schofield Barracks Electrical system, consisting of the Castner and
Menoher Substations (44kv to 7.2kv stepdowns) which serve Schofield
Barracks, is 30MVA. The substations nominal demand during the peak
summer months is approximately 15 MVA. Approximately 5 MVA of this load
was shifted to Wheeler Army Airfield's new Hawaiian Electric Company
substation. In April, 1996, 1MW demand from the East Range Deepwell
pumps were transferred to the Wheeler Army Airfield substation There
are approximately 770 stepdown transformers of which approximately 200
are pad-mounted. Most require replacement. There are a total of
approximately 400 miles of overhead and underground lines on Schofield
Barracks. This procurement will be issued on a sole source basis to
Hawaiian Electric Company, Incorporated, 900 Richards Street, Honolulu,
HI 96813. Potential firms may identify their interest and capability to
respond to this requirement or their desire to submit proposals by

for supplies or services for which the Government intends to solicit
and negotiate with only one source under the authority of FAR 6.302.
Interested persons may identify their interestand capability to respond
to the requirement or submit proposals. This notice of intent is not a
request for competitive proposals. However, all proposals received
within forty-five days (thirty days if award is issued under an
existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
