Department, Financial Management Service (FMS), intends to secure on a
task order basis Financial Management and Related Federal Information
Technology (IT) Support Services over a base plus four year contract
life. Option years will be evaluated. FMS will procure on a full and
open, unrestricted basis. Multiple award contracts are anticipated.
These contracts will be indefinite delivery/indefinite quantity
firm-fixed price award fee contracts. Resulting task orders will be
issued on a firm-fixed price, time-and-materials, or labor hour basis.
The FMS is responsible for being the Federal Government's financial
manager. Therefore, any financial management services performed by or
for the FMS are Government-wide, high profile initiatives. The prime
contractor must be capable of providing sophisticated, quality service
on a consistent basis. Solicitation requirements include four, broad
types of services: 1) Financial Management Research and Analysis, 2)
Financial Management Training and Education, 3) Market Research and
Promotion, and 4) Related IT Support. A diverse multitude of
simultaneous tasks are anticipated to be negotiated under this
contract. Specific examples of tasks which could potentially be
negotiated under this contract include: 1) Requirements analysis for
multi-billion dollar federal financial systems; 2) Preparation of
detailed models for management of large cash, credit, or inventory
management systems for multiple agencies; 3) Interviewing several
agencies in the continental USA to perform cost-benefit analyses in
developing Government-wide guaranteed loan and real property management
models; 4) Researching the Government's debt collection system to
develop incentives for encouraging individual debtors to repay their
debt to the Government and to recommend overall improvements to the
federal debt collection system; and 5) Developing and/or enhancing
applications software which involve ALL of the Government's accounting
data or check information. The prime contractor must haveextensive
knowledge of various types of financial and IT services. Considering
the large number of potential task orders, the prime contractor must be
capable of performing numerous tasks simultaneously, without delaying
the delivery schedule of any order. FMS will be using the INTERNET
EXCLUSIVELY (NO HARD-COPY SOLICITATION DOCUMENTS WILL BE ISSUED) to
distribute all solicitation documents for this requirement including
any needed amendments. All solicitation documents distributed by FMS
may be obtained from the Internet at http://www.fms.treas.gov/procure.
To ensure timely receipt of any updates and/or amendments to the
solicitation, FMS recommends that vendors interested in this
requirement consider the subscription service available on the FMS
Procurement Opportunities home page. Vendors shall be responsible for
obtaining all solicitation documents from the Internet. FMS plans to
place Solicitation No. FMHQ98R0007 on the Internet on or around
2/25/98. If the solicitation is not up by 2/25/98, FMS recommends that
vendors check the Internet daily until such time that the solicitation
