MANAGEMENT AND OPERATIONS CONTRACT -- III (Consolidation of four
Contracts) The NASA Lewis Research Center, Cleveland, Ohio, is seeking
qualified small businesses, small disadvantaged businesses, which also
includes those that are women-owned, and/or 8(a) firms capable of
performing work in a follow-on procurement to four existing contracts:
NAS3-27333 Engineering and Inspection Services of Pressure Vessels and
Systems (Engineering, evaluation and certification of pressure vessels.
Mechanical engineering to support the Central Process System, pressure
vessels and fuel distribution systems) NAS3-26767 Facility Maintenance
and Repair Services (Repair of large and complex heavy machinery.
Electrical repair of system components. Dismantling of machinery and
other industrial equipment and millwright services) NAS3-97117 Central
Process System Support Services (Developing and modifying computer
software to monitor and control the Central Process System including
engineering of software control systems) NAS3-27332 Facility,
Operation, and Technical Services (Provide continuous labor force for
maintaining and operating facilities throughout the Center including
repair of the system components) Continuing our consolidation efforts
in a Performance-Based Contracting environment, this follow-on contract
will encompass the majority of all the activities currently provided by
the four existing contracts and will be known as the Management and
Operations Contract -- III (MOC-III). It will be a Performance Based,
Fixed Price contract. In general, the prospective contractor will be
required to provide all necessary on-site administration, management,
operations, engineering, design, and maintenance, as well as all
materials, tools, transportation and equipment to support this
contract. While maintaining an on-site work force, the contractor will
also have to provide emergency call-in personnel during off-hours. The
successful contractor will also need to obtain a line of credit or
other financing in excess of $750,000. The contractor shall ensure all
of the included systems and facilities operate as designed to the
maximum extent practical and are available and capable of safely and
effectively supporting the research activities undertaken by the
Center. Examples of the size and type of the equipment/motors housed in
our facilities range from pumps/motors of less than one horsepower to
air compressors/exhauster systems of up to 18,500 horsepower to wind
tunnel drive motor systems of 160,000 horsepower. The Central Process
System (CPS) is interconnected with over 2 miles of piping and is
comprised of several piping systems ranging from 8" to 72", with
operating pressures ranging from 28 inches of mercury to 1250 psig. The
CPS contains over several thousand valves, several hundred of which
range in size from 2" to 156" and are controlled by a "Distributive
Control System" (DCS). Currently the DCS system controls several
processes, has over 12,000 data points, is comprised of 26 Modican
ProgrammableLogic Control Cabinets, 20 Bailey Controls Process Control
Units, and numerous other cabinets containing I/O, controllers, and
other devices. The DCS is networked by three control "loops" with the
largest loop circuit containing over 1 mile of cabling. The DCS also is
used to monitor and control LeRC s 13 High Voltage Substations. All of
the engineering, software programming, and maintenance of the DCS
shall be covered under this contract. In addition to performing major
and routine maintenance on equipment, the contractor shall also perform
recertification of the CPS piping systems, including relief valves.
Also included in this contract is the maintenance and recertification
of high pressure mobile/stationary dewars, tube trailers, distribution
systems, regulators and relief devices. The contractor shall also be
required to input all activities into the LeRC Computerized Maintenance
Management System (currently DataStream MP2). The contractor will also
be required to transfer maintenance data and equipmentlists from other
LeRC and obsolete databases into the MP2 format. Please note that no
solicitation exists at this time; therefore, do NOT request a copy. If
a solicitation is issued, a synopsis may be found in the CBD and on
the NASA Acquisition Internet Service. It is not anticipated to be
released until after March 1998. Potential offerors should monitor
these sites for release of any solicitation or synopsis. In order to
ascertain the method of procurement for the services outlined above,
qualified small businesses, small disadvantaged and women-owned small
businesses, and/or 8(a) firms are invited to submit a "capability
statement" to the NASA Lewis Research Center. Information to be
provided must include, but is not limited to, name and address of firm;
size of business; average annual revenue for the past 3 years; number
of employees, ownership, and whether they are small, small
disadvantaged, 8(a), and/or woman-owned; number of years in business;
affiliate information such as parent company or teamingpartners;
potential services to be subcontracted, if any; and list of customers
(government and non-government) covering the past 5 years (highlighting
relevant work performed, contract numbers, contract type, dollar value
of each procurement, and points of contact/addresses/and phone
numbers). Detailing all relevant technical qualifications, interested
firms should also include in their capability statements demonstrative
information relative to past performance and experience in managing a
large workforce and performing work similar to the technical
requirements of this procurement, as described above. Interested firms
should also demonstrate their ability to finance a large service
contract, particularly as this applies to the required financing cited
above. Capability statements should be no longer than 15 pages in
length. The proposed Standard Industrial Classification (SIC) Code for
this follow-on procurement is 8744 with a size standard of $20
million. Interested firms should submit their capability statements to

March 23, 1998. Capability Statements received after this date may not
be considered. This synopsis is for information and planning purposes
only and is not to be construed as a commitment by the Government nor
will the Government pay for information solicited. Respondents will not
be notified of the results of the evaluation. Please note that the NASA
Lewis Research Center has not yet made a decision as to whether this
procurement will be set aside and that it reserves the right to
determine the appropriate method of procuring the above services based
