(NLM) intends to negotiate on a sole-source basis under the authority
cited in 41 USC 253(c)(1) and FAR 6.302-(1) with Sentient Systems,
Inc.; 14501 North Kensington Parkway; Kensington, MD 20895 for a
three-month extension of its contract for "NLM TOXNET System Support."
Sentient Systems, Inc. is the incumbent contractor providing NLM with
all necessary services to operate and maintain NLM's Toxicology Data
Network (TOXNET) system on a 24-hour/day, 7-day/week basis on a
Government-furnished UNIX platform at the contractor's facility in
Kensington, MD. The purpose of this extension is to (1) relocate the
Government-furnished TOXNET hardware platform to NLM's computer
facility, (2) coordinate the relocation with NLM staff, (3) provide
platform preparation and setup support, (4) provide documentation to
NLM staff detailing the operational procedures and tasks required for
daily support of the TOXNET system, (5) develop utilities to facilitate
the performance of operational tasks by staff, (6) train NLM staff on
operational procedures and tasks and (7) coordinate the integration of
additional applications into the TOXNET platform. The contractor is
also required to provide remote operational support of the TOXNET
system during the three-month extension period, remotely maintaining
all TOXNET databases including correction of any reported errors,
special software checks, production of data tapes for routine and
non-routine data interface requirements. This is not a Request for
Proposals (RFP) nor is an RFP available. Unique capabilities for
providing services, inherent duplication of cost to the government and
unacceptable disruptions and delays in operating the TOXNET system
make competition for this extension period unfeasible. See numbered
