Request for Quotation (RFQ) for the design, fabrication, and testing of
two (2) PCI compatible modules to provide the following features: a)
Programmable bandpass filter to accept an IF input of 720 MHZ. The
bandpass response characteristics will be capable of being programmed
to accommodate data rates from 10m b/sec to 210m b/sec; b) Provide
programming for an IF output carrier that is 1 to 3 times the data
rate; c) Provide automatic compensation for doppler shift on the 720
MHZ IF carrier up to 250 KHZ; d) deliver the two (2) PCI boards with
the above features with program review within 1 month. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to purchase the items from Data-Control Systems in
Gaithersburg, MD, as the only firm: a) providing programmable bandpass
filter design, programmable IF output carrier output and automatic
doppler compensation on the carrier; b) providing PCI compatible RF to
IF down conversion function which can be directly plugged into a
personal computer or workstation; c)specializing in telemetry products
such as tunable FM demodulators and FM data analysis, PSK modulators
and demodulators, PCM data processing systems, and bit synchronizers
which are PC compatible; and d) offering electrical, electronic, civil,
and mechanical engineering and design services such as functional
defintion and analysis, concept formulation and trade-off studies,
preliminary design review, prototype fabrication and testing,
performance and/or detail specification development, and detailed
analysis and final design. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Any referenced notes

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for thepurpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications ARE NOT acceptable in response to this
notice. All responsible sources may submit an offer which shall be
