The Government intends to purchase a new hot water solar panel system. Unit shall be able to withstand temperatures below 20 degrees. The unit shall have the capacity to collect no less than 8750000 BTU per year, for existing building design requirements. Solar panels shall not exceed 85 inches long, 85 inches wide or 24 inches thick, dimensions are limited by roof space and accessibility of structure. The entire solar panel shall not exceed 150 lbs. due to roof or all mounting situation. Solar panel shall not hold more than 1.5 gallons of water and solar panel shall not exceed 35 square feet. Collector tubes shall be round in shape to offer minimal wind resistance. The absorber plate shall be coated to ensure maximum radiation absorption and minimum thermal radiation loses. This coating shall undergo quality control test assuring a minimum emittance to absorption ratio of 95%. Award is to be made under Simplified Acquisition Procedures.
