management, supervision, manpower, equipment and supplies, necessary to
provide medical surveillance for the Social Security Administration
(SSA) employees exposed to asbestos concentrations as described below.
The contractor shall arrange to provide examinations from a SELF
CONTAINED MOBILE UNIT onsite at the SSA facility, located at 6401
Security Boulevard, Woodlawn, MD 21235, when at least 10 employees are
to be examined. If fewer than 10 employees are to be examined, the
employee(s) may visit the contractor's site upon a one week
notification from the SSA. If Government employees are required to
leave the Social Security premises, the examinations shall be provided
at a site within a 25 mile radius of the SSA facility. Examinations
are required for employees exposed to asbestos concentrations at or
above 0.1 fiber per cubic centimeter of air calculated as an 8-hour
time weighted average for 30 or more days per year, or at the excursion
level of 1f /cc averaged over a 30-minute period, or who are required,
under the provision of the Occupational Safety and Health
Administration (OSHA) standard 29 CFR 1926.1101 to wear
negative-pressure respirators. Under OSHA Standard 29 CFR 1910.134, SSA
employees who wear respirators for protection against chemical
contaminants must also be determined medically fit to wear a respirator
by a physician. SSA, therefore, proposes to establish an indefinite
quantity contract with a licensed physician or clinic specializing in
occupational medicine to ensure proper medical management of affected
individuals in compliance with the OSHA standards. The contractor shall
provide complete occupational medical services for SSA employees
referred to the contractor under the terms of the contract. Services
shall include a complete medical examination including work history,
OSHA questionnaire, recommendations for job placement or change, and
consultation with employee regarding hygiene habits (such as cessation
of smoking). Follow-up or referralfor additional screening and/or
specific treatment for asbestos-related disease or its complications
may also be provided in consultation with SSA's medical officer and in
accordance with OSHA standard 29 CFR 1926.1101. The contractor shall
be required to submit all medical information and records to the SSA
medical officer within specified time frames. Medical examinations and
procedures shall be provided to employees by or under the supervision
of a currently licensed physician, licensed to practice medicine in
the State of Maryland. When the licensed physician is not onsite, his
designee will administer the examinations. The designee must be a
currently licensed physician, physician's assistant or a nurse. Persons
other than a licensed physician who administer pulmonary function
testing must have completed a National Institute for Occupational
Safety and Health (NIOSH) approved training course in spirometry,
sponsored by an appropriate academic or professional institute. All
persons performing onsitemedical procedures must be currently licensed
and certified to perform these procedures. Proper documentation of
certification must be submitted to the SSA at least 10 working days
before the contractor's onsite services are required. The Government
intends to award a firm fixed price contract with a period of
performance of base year (twelve months) with four, one year option
periods if exercised. This solicitation is available for download in
