C -- GEOTECHNICAL SERVICES IN THE STATE OF LOUISIANA SOL NRCS-13-LA-98 DUE 030698 POC Patti D. Woods, 318-473-7645, or Ralph Broome, 318-473-7781 The A&E firm selected will secure soil samples, make field measurements, perform laboratory tests, and engineering services as necessary to provide reports on shallow foundation data, deep foundation data, site preparation recommendations, other soil related concerns relating to the structures to be located on the sites. Work may be located across the the state of Louisiana. NRCS will provide written specifications to the selected firm for each individual Task Order. Services will be calculated on a per hour basis. An fixed price, indefinite delivery type contract will be awarded with a minimum of $15,000 guaranteed under the basic contract. The maximum contract amount will be $500,000. PRE-SELECTION CRITERIA will be based on a firm having a minimum of 1) two in-house civil engineers, with at least one of the engineers being a Registered Professional Engineer in the state of Louisiana with a minimum of five years experience, 2) one soil technician with a minimum of four years experience. SELECTION will be based on the following criteria: 1) Professional Qualifications necessary for satisfactory performance -- 20%. Evaluations will be based on Professional Engineer Registrations, & personnel work experience associated with geotechnical investigations. 2) Specialized experience and technical competence -- 25%. Evaluation will be based on the extent of directly related experience in performing geotechnical investigations, specialized education from the university level, and all other applicable education and training in the engineering and geotechnical discipline. 3) Capacity to accomplish work -- 20%. Evaluation will be based on the firms' existing work under contract, and the schedules for performance on private or public contracts. 4) Past Performance on contracts with government agencies and private industry -- 20%. Evaluation will be based on the quality and timeliness of performance under previous contracts. 5) Location and knowledge of the general geographic area -- 15%. Evaluation will be based on the firms' proximity to the Louisiana. Interested firms should submit a completed SF254 and SF255 addressing each of the criteria listed above not later than March 6, 1998, 2:00 p.m. C.S.T.
