The U. S. Environmental Protection Agency (EPA) National Exposure and
Research Laboratory has a requirement for a Spectrometer for Smog
Chamber Measurements. The contractor shall provide an instrument that
will be used to continuously monitor the concentrations of several
atmospheric chemical species produced during smog chamber experiments
of atmospheric photochemistry. These compounds are present in the gas
phase with nominal concentrations in the 0.1-100 ppb range. The
compounds and their concentration measurement requirements include
nitrogen dioxide (1-100 ppb), ammonia (1-100 ppb), nitrous acid (0.5-50
ppb), nitric acid (1-250 ppb), formaldehyde (1-100 ppb), carbon
monoxide (0.05-50 ppm), and hydrogen peroxide and organic
hydroperoxides (1-100 ppb). Measurement approach is not particularly
important. The instrument shall be sensitive for each species over the
given concentration range, and linear over at least two orders of
magnitude. The instrument shall be free from major interferences such
as ozone, NOx, organics, etc. A continuous monitoring method is
required. The instrument shall provide a maximum flow rate of not
greater than 5 Lpm. The instrument shall be able to fit in a laboratory
with a smog chamber, requiring a maximum footprint of 3 feet by 5 feet.
The instrument shall be flexible to the degree that it shall be capable
of measuring other important atmospheric species at their atmospheric
concentrations, beyond the required list of compounds, either as
delivered or with minor, future modifications. The instrument shall be
movable between laboratories, although it does not have to be field
rugged. The contractor shall provide warranty, installation, training
and documentation in accordance with the specifications/statement of
work. It is anticipated that the RFQ will be issued on or about
