Specialist (401) 736-1785 Contractor shall provide all labor,
materials, equipment, transportation and supervision necessary to
Modify Fuel Storage Tanks at USCG Station Jones Beach, Freeport, NY
(Nassau County). Work includes removing one 550 gallon fiberglass
underground gasoline storage tank and piping (approximately 40 LF), the
supply piping from the diesel aboveground storage tank to the diesel
dispenser (approximately 100 LF), the gasoline and diesel dispensers
and hose reel. Excavating and disposing of approximately 5 CY of
petroleum contaminated soil and replace with appropriate fill.
Installing new 1,000 gallon fiberglass underground gasoline storage
tank, double wall piping for the diesel (approximately 225 LF) and
gasoline supply (approximately 150 LF), new dispensers and hose reels,
and leak detection equipment and incidental related work. Contractor
will be required to provide a temporary fueling station. Also includes
site investigation (approximately 12, 750 SF) using ground penetrating
radar to survey for possible abandoned underground storage tank. There
is an option bid item for its removal and site restoration. Also an
option bid item for disposal of petroleum contaminated water OTHER THAN
wash water. Successful Contractor must be licensed Underground Fuel
Storage Tank Removers by the Nassau County Fire Marshal's Office.
Contractor shall obtain necessary permits to install and remove the
underground storage tanks. Completion time is 120 days from receipt of
the Notice to Proceed, with 45 days of on site construction. There is
a work restriction of 14 days for pavement disruption to install
sleeves for fuel lines and power to the new dispensers. Liquidated
damages, amount undetermined at this time, will be incorporated into
the contract. Estimated cost of this project is between $100,000 and

Business Utilization (OSDBU) has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any prime or
subcontract at any tier. The DOT Bonding Assistance Program enables
firms to apply for bid, payment and performance bonds up to $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
