(401)736-1763 PRE-SOLICITATION NOTICE: The work includes the
construction of eight (8) new 120 sq.ft. mechanical room additions to
eight (8) existing duplex houses, the conversion of the electric
heating systems therein to forced hot water heating systems to include
eight (8) new oil-fired boilers and ancillary equipment, the
conversion of the electric domestic hot water heating systems therein
to oil fired systems and incidental related work. This contract
requires work over a four year period. There shall be 17 individual
phases. The first and largest shall include the provison of the new
mechanical room additions for all eight (8) duplex housing units. This
work shall be provided first and simultaneously upon all eight duplex
housing units, and shall be completed entirely before progression to
any of the remaining 16 phases. The remaining 16 phases shall include
work upon each side of each duplex housing unit as requested by the
Contracting Officer; these requests shall be made over a four year
period following the Notice to Proceed for the entire contract. Each of
the 16 phases shall have a 30 day performance period following the
Notice to Proceed. It is the general intention of the Government for
the Contractor to convert the residential heating systems as described
herein when each side of each duplex is vacated during tenant change
of occupancy. Estimated cost of this project is between $100,000 and

issued pursuant to the Small Business Competitiveness Demonstration
Program, and is unrestricted. THE FOLLOWING NOTICE IS PROVIDED AS
INFORMATION FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED BUSINESS
ENTERPRISES: The Dept of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU) has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
