Service (USSS) intends to negotiate on a sole source basis with Johns
Hopkins University (JHU), by means of a Memorandum of Agreement (MOA).
This MOA establishes a relationship between the USSS and JHU for
training services to be provided by JHU, particularly the Police
Executive Leadership Program (PELP). The PELP is a part of a new
network of the most highly-regarded law enforcement executive programs
in the nation. The PELP possesses unique experts in the following
fields of study as they relate to law enforcement, leadership and
organizational behavior, managing change, workplace diversity,
strategic planning, ethics and managing information and
telecommunication systems. Additionally, the PELP itself is a unique
cohort program consisting of a group of law enforcement executives from
which the USSS can regularly draw valuable information in a
collaborative manner to support both our investigative and protective
missions. The MOA will be in force for the length of the relationship
between the USSS and the JHU. It is anticipated that the USSS will
order training via purchase orders. Inasmuch as this is a sole-source
synopsis for the MOA and eventual purchase orders, there is no
