NSWC IHD shall not receive or accept any form of electronic or faxed proposals as a result of this synopsis and solicitation. All proposals must be received in hard copy and are subject to the FAR Clause 52.215-1, Instructions to Offerors Competitive Acquisition (OCT 1997). This solicitation is for technical support services for programs concerning the initial development, pilot production and scale of manufacturing of pyrotechnics, explosives, propellants, and other energetic materials. The resultant contract is intended to provide technical expertise and rapid reaction support necessary to maintain an edge in responding to military missions. The contractor shall provide required personnel with demonstrated experience, materials, facilities, and equipment for total technical support of military systems, subsystems, equipment and components. The types of tasks to be supported are: Fabrication, Manufacturing, Production and Precision Machining; Metallurgical Analyses and Services; Electronics Manufacturing Support; Assembly/Disassembly Support; Quality Assurance; and Environmental Testing. The expected level of effort per year is 57,575 hours. Delivery shall be determined under each individual delivery order. The intended contract shall be a Cost Plus Fixed Fee Indefinite Quantity Delivery Order one-year contract with two one-year options. In order for a contractor to be considered for this award their proposed facilities must be within a 175 mile radius of NSWC Indian Head, Maryland. The SIC code is 8711, the Size Standard is $20 million, and the FSC/SVC code is R425. The contract shall be awarded based on Best Value to the Government considering such factors as Offeror Acceptability, Offeror Capability (experience/facilities, personnel resources, and past performance), Site Survey, and Cost/Price.
