The Space and Missile Systems Center, Test and Evaluation Directorate (SMC/TEK) is soliciting proposal on a full and open competitive basis to award a one year plus four one year option contract to support its mission to provide on-orbit telemetry, tracking, and control (TT&C) of research and development satellites. The support specifically required includes: 1)technical support for all planning, readiness, launch, on-orbit test & evaluation operations, transition support, and analysis activities required to exploit unique experimental and developmental spacecraft, ballistic missiles, and boosters 2) management and operation of specialized space test ground systems including the RDT&E Support ccComplex at Kirtland AFB NM, the Center for Research Support at Falcon AFB Co, and other locations as may be required 3)systems management/engineering, program security, training support, and contract phase in and phase out A draft RFP is available on the web site identified below. Comments are welcome and encouraged. Estimated issuance date of the RFP is 27 Feb 98 and responses are due to be received in the Contracting Office 45 calendar days thereafter. All interested offerors must indicate their interest in writing to the Contracting Office. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
