synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. This is for the manufacture of Sweet
Smelling Toilets (SST's, outhouses), R4Q-8015-GM-98. This solicitation
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-02. This requirement is 100% small
business set-aside and will result in a firm fixed supply type
contract. The standard industrial classification is 2452, and small
business size standard is 500 employees. The following items shall be
quoted on by unit price and a total for each item given including
shipping to destination. Quote Item One: Three (3) double units. Quote
Item Two: One (1) single unit. SCOPE OF CONTRACT: Furnish and deliver
prefabricated restrooms to Mt. Tabor Work Center off Route 7, Rutland
County, Mt. Tabor Township, Vermont, three (3) double unit restrooms
with privacy partition and one (1) single unit restroom that meet the
specifications included in this contract. Each toilet system furnished
by the contractor shall be complete with the exception of the concrete
necessary for the floor surface and outside surrounding area. The
government will purchase the concrete and accomplish all work related
to proper installation, according to the manufacturer's instructions.
The toilet systems will consist of the following: 1. A double unit
restroom with two separate toilet rooms designed for disabled access.
Each toilet to have a toilet riser and a separate 750-gallon
cross-linked black polyethylene vault for each riser. Restroom to
include privacy partition. 2. A single unit restroom designed for the
disabled with a toilet riser and a 750-gallon cross-linked black
polyethylene vault. PACKAGING AND MARKETING: All pieces supplied shall
be wrapped in such a way that transportation shall not damage them.
All parts must arrive at the Mt. Tabor Work Center, off Route 7,
Rutland County, Township of Mt. Tabor, Vermont. Call Don LaFlam (802)
747-6726, 48 hours prior to delivery so that the gates may be unlocked.
All pieces must arrive undamaged and in like new condition. TECHNICAL
SPECIFICATIONS: 1. The double unit restroom shall include the
following: (2) Vaults, volume-750 gals. ea., (2) Cleanouts-24" dia.,
(2) Cleanout covers-2 lbs. ea., (2) Vent Stack Interfaces-12" dia.
Dimensions-84"x64"x48" with 1"/ft. slope each. Weight-300 lbs. each.

Cross-linked Polyethylene building liner, fir post and beams,
T-111/cedar panels. Wall Thickness -- 1/4" (approx.). Colors --
building liner: tan, brown and green, panels: natural cedar or
thorowall stucco (various colors). Exterior Panels -- 1/2" T-111 with
cedar trim. Door -- 36" steel/honeycomb core/color black. Roof -- two
piece prefabricated truss w/purling design, 200 lbs/sq. ft. load value.
Available with composition cedar shake shingles. Vent Shroud 18" guage
steel, color black. Vent Pipe -- 12" ABS, 14' overall height (3 ft.
above roof line). Handicap Rails -- 42" and 36", stainless steel.
Toilet Riser and Seat -- 18", cross-linked polyethylene (white
w/heavy-duty seat and lid). Dimensions -- 7'x6' interior (approx.) each
side. 16'x8' (approx.) overall. Weight -- 3400 lbs. (approx.)includes
buildings, roof, siding, shroud, vent, and hardware. 2. The single unit
restroom shall include the following: VAULT: The vault spec. is the
same as shown for the double unit restroom. BUILDING: Material --
Cross-linked polyethylene (same as Vault). Wall Thickness -- 1/4"
(approx.). Colors -- Natural cedar. Exterior Wood Panels -- 1/2" T-111
with cedar trim. Door -- 36" black steel, honeycomb core. Door Frame
-- Black reinforced steel. Roof -- pre-assembled cedar shakes. Vent
Shroud -- Black polyethylene, .150" thick. Vent Pipe -- 12" ABS, 12'
overall height. Handicap Rails 36" and 24", stainless steel. Toilet
Riser and Seat -- 18", cross-linked polyethylene (white with heavy-duty
seat). Dimensions -- 7'x6' interior (approx.), 9'x7' exterior
(approx.). Weight -- 1700 lb. (approx.) includes building, roof,
siding, shroud, vent, hardware. TOILET BUILDINGS: The buildings shall
be designed for disabled access and shall be easy to install in the
field. The toilet buildings shall meet the design criteria spelled out
in the San Dimas Technology and Development Center publication "In
Depth Design and Maintenance Manual for Vault Toilets". VAULT TOILET
RISER: A toilet riser, normally used in vault type toilets, shall be
supplied. The riser shall be cross-linked polyethylene with an open
front heavy-duty seat. PAPER HOLDERS: Three (3) roll-free rolling
holders shall be installed in each building. The provisions at
52.212.1, Instructions to Offerors -- Commercial Items, applies to this
acquisition. The provisions at 52.212-2, Evaluation -- Comercial Items,
applies. Quotations will be evaluated on past performance, including
quality, business relations, timeliness, and cost control. Cost is of
lesser importance than past performance; however, the importance of
price may become greater as the difference between past performance
evaluation decreases. The provisions at 52.213-3, Offeror
Representations and Certification, applies to this acquisition. Offeror
must include a completed copy along with the quote. The clauses at
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. The clause 52.212-5, Contract Terms and Conditions
