for Quotation (RFQ) for 176 laser pyrotechnic initiators, P/N
60000E50414, for use on the X-38 test vehicles. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/JSC intends to purchase the items from Alliant Techsystems per a
justification stating that the repeated failure of the Diode Laser
Firing System manufactured by a previously tested vendor caused a
design change in the primary laser firing system which resulted in
incorporation of an additional laser firing unit manufactured by
Alliant Techsystems. The laser initiators are designed to match the
output of a particular laser firing unit and cannot be interchanged
between vendors. The Government intends to acquire a commercial item
using FAR Part 12. A partial delivery of approximately 30 units is
required 20 weeks after award of contract. The remaining units must be
delivered between 4-6 weeks later, in order to meet critical test
schedules. Interested firms have 15 days from the publication date of
this synopsis on the NASA Acquisition Internet Service (NAIS) to submit
in writing their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. An ombudsman has been appointed -- See Note "B". Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
