17. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The Request
for Proposal (RFP) is identified by solicitation No. BEP-98-121. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-3. This acquisition
is a Small Business Set Aside. The SIC code is 8742 with a Small
Business Size Standard is $5,000,000.00. Facility Investment and Data
Analysis Services for the Bureau of Engraving and Printing is requested
as follows: Review assumptions, methodologies, and objectives. Provide
recommendations regarding data evaluation and economic analysis,
including risk assessment, cost-benefit analysis, net present value
analysis and weighting of factors. Make recommendations regarding the
fact finding and analytical process. Furnish recommendations regarding
format of final report and presentation to Congress, OMB, and

874-2606. The Bureau of Engraving and Printing (BEP) is currently
gathering and analyzing data for facility investment alternatives.
Assumptions and scenarios have been developed. Consequently, the BEP
requires an analysis of its methodology to confirm our analytical
assumptions and elevate creditability of the final report.
Additionally, further confirmation of the process and the data gathered
may be needed to inform the BEP of possible omissions in our analysis.
Final analysis, recommendations, and reports are to be completed and
submitted to the BEP on or before February 27, 1998. Award will be made
to the most technically acceptable offeror, price and other factors
considered. FAR 52.212-1 Instructions to Offerors-Commercial Items,
applies to this acquisition. FAR 52.212-2 Evaluation -Commercial Items,
apples to this acquisition. The evaluation criteria and scoring are as
follows: Criteria 1 -- Past Performance: A statement and discussion of
the offeror's previous performance on contracts of similar type and
complexity, i.e., overall technical and management performance. Scoring
-- Pass/Fail. Criteria 2 -- Past Experience: Demonstration of high
level report writing for congress, corporations, and senior executives.
Scoring -- 75%. Criteria 3 -- Price. Scoring -- 25%. Award will be made
to the most technically acceptable offeror, price and other factors
