The Virginia Contracting Activity of the Defense Intelligence Agency intends to issue a solicitation for a 100% Small Business Set-Aside (SIC code 8731) competitive award for services to maintain the facilities used for foreign materiel exploitation (FME) and testing at the Missile and Space Intelligence Center (MSIC), located at the Defense Intelligence Agency, Redstone Arsenal, Alabama. Daily operations require technical experts using vehicles, tools, and materials to inventory, maintain, repair, test, disassemble, transport, and operate foreign materiel. Personnel and materials necessary to support MSIC's various laboratories, overall explosive ordnance program, foreign materiel operations, foreign materiel operations facilities, and foreign document control are required for performance of this effort. Worldwide travel may be required. The services to be provided include analyzing, operating, testing, collecting data, and repairing foreign and domestic radars, missile subsystems, C4 systems/subsystems, or simulators of the same. Using MSIC's laboratories, technical engineers and technicians are necessary to perform radio frequency (RF), electro-optical (EO) and infrared (IR) measurements on foreign and domestic systems. Anticipated date of release of the solicitation is on or about 27 February 1998, with proposals due on or about 30 April 1998. The Statement of Work (SOW) is classified SECRET and proof of clearance will be required before the RFP will be released to a requestor. The period of performance will be for a two-year base period with three additional one-year options. No telephone requests will be accepted.
