& I level maintenance training on the Gulfstream III aircraft in
support of an anticipated Venezuelan foreign military sales
requirement. If plausible, the Government is interested in using
existing commercial off-the-shelf courses. The Government specifically
encourages and invites small businesses, historically underutilized
businesses, woman-owned businesses, and historically black colleges and
universities and minority institutions to submit their capabilities and
qualifications. If your company can conduct the below described
training, then please submit a budgetary quotation to furnish such
services. The Request for Quotation number is F41689-98-Q-0005. This
request is for informational and planning purposes only. THE GOVERNMENT
DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOLICITATION
OR OTHERWISE PAY FOR THE INFORMATION SOLICITED EXCEPT AS PROVIDED IN
SUBSECTION 31.205-18, BID AND PROPOSAL(B&P) COSTS, OF THE FEDERAL
ACQUISITION REGULATION. If agents' fees/commissions are included in the
quoted price (including any such fees claimed by subcontractors),
please identify the amount and submit a "Contractors Statement of
Contingent or Other Fees" (Standard Form 119). You are also requested
to submit a breakdown of the fee related to the service performed by
your sales representative. Notwithstanding the requirement in the
paragraph above, any contract resulting from this request shall
prohibit payment of sales commissions and fees, unless such payments
have been identified and payment thereof approved in writing by the
following countries, when training is for: Australia, Taiwan, Egypt,
Greece, Iran, Israel, Japan, Jordan, Republic of Korea, Kuwait,
Pakistan, Philippines, Saudi Arabia, Turkey, Bahrain and Thailand.
Identify any unusual provisions or requested Federal Acquisition
Regulation (FAR) deviations (e.g., special termination clauses or
nonstandard progress payment schedule), that may be proposed for the
contract which could affect the prices quoted. Specify equipment and
technical data needed to support training. Provide all available
identifying information such as stock number, part number, noun
description, T.O. numbers, description of manuals and software. Also,
specify whether needed items will be contractor of Government
furnished. For performance in overseas areas, please identify
logistical and administrative support required for your instructors.

Please include the name and phone number of a point of contact at your
company. Your participation is vitally important for establishment of
realistic cost estimates to the country of Venezuela for the program
described in the below Performance Work Statement. Please develop your
quotation for a validity period of at least 180 days. This is the
minimum time required for processing by HQ USAF and review by the
customer country. DESCRIPTION OF TRAINING PERFORMANCE WORK STATEMENT 1.
Scope a. Training is required by the USAF in support of developing
maintenance training courses covering the Venezuelan Air Force (FAV)
Gulfstream III aircraft. Proposed training will be Type 1 contractor
training, procured by the Air Education and Training Command (AETC) and
presented under the auspices of the Security Assistance Training
Program. All instruction shall be in Spanish. Training is envisioned to
be conducted in Venezuela using FAV aircraft and equipment. b. Training
shall be for O&I levels of maintenance on the Gulfstream III aircraft
for a minimum of 6 students per Contractor recommended course. The
training will include, but is not limited to, Avionics, Electrical,
Fuel, Pressurization, Pneumatics, Hydraulics, Oxygen, Anti-ice, Fire
Protection, Landing Gear, Flight Controls, Engine, and Auxiliary Power
Unit. 2. Technical Training a. The contractor shall propose the course
contents, appropriate subjects, and duration of training. The objective
of the training is to prepare the students to maintain the Gulfstream
III aircraft at the O&I level. The students shall receive the necessary
skills to maintain the Gulfstream III aircraft at the O&I level on a
daily basis without additional knowledge, skills, or assistance. b. The
contractor shall provide course documents reflecting training course
content and duration, and provide course outlines detailing the
individual topics of instruction and hours necessary to train FAV
personnel. Training shall include combinations of formal instruction
and necessary "hands-on" practical exercises to develop skill
proficiency. c. The FAV requested training for 1998 with a possibility
of recurrent training for 99 and 00. 3. Course Charts. Specific
training objectives and duration of each course shall be provided by
the contractor. The contractor shall identify specific equipment and
technical data requirements when responding to this request. The
contractor will also identify aircraft availability needs, to include
number of hours. The student materials can be in contractor format. All
training materials used by the students in course presentation will be
retained by the students. 4. Student Prerequisites. The contractor
shall advise as to the technical expertise and background for the
