CONTRACT INFORMATION: The proposed services will be obtained by a
negotiated Firm Fixed Price Contract and will be primarily for Air
Mobility Command (AMC), Civil Engineering/Housing Division for use at
AMC bases worldwide and at other Air Force bases as capacity permits.
Projects will be awarded by individual Delivery Orders. The contract
period is one year from date of award with a maximum value of $2
million limit in the base period with four option periods (each
additional year with an additional ceiling amount of $2 million,
respectively) awarded at the discretion of the Government. This
announcement is open to all businesses regardless of size. Some
projects may require partnering with the selected firm which could
require the selected A/E to attend a one-day (approximate) partnering
meeting to define the User's expectations of the A/E, create a positive
working atmosphere, encourage open communication, and identify common
goals. Significant emphasis will be placed on the A/E's quality control
procedures as the District nor AMC will review quality into the
projects. Before award of this contract, the firm (if a large business
concern) shall be required to present an acceptable Small Business and
Small Disadvantaged Business Subcontracting Plan in accordance with
Public Law 95-507. To meet the current subcontracting goals, 61.2% of
the total subcontracted dollars must go to the small business firms,
9.1% must go to small disadvantaged business firms, and 4.5% must go to
woman-owned firms. The plan is not required with this submittal. 2.
PROJECT INFORMATION: AMC is seeking professional program management
assistance services and delivery orders issued under this contract may
include: a) Investigate/assess condition and adequacy of housing
facilities, utilities, equipment, pavements and grounds at AMC bases;
determine technical, procedural and/or managerial requirements; develop
recommendation, priorities, plans, drawings, specifications, and cost
estimates for preventive and corrective actions (e.g., special study
reports, project programming documents, and design packages for both
renovation and new construction projects). b) Analyze housing facility
requirements and develop approaches, options, costs, and
recommendations for facility utilization, construction, alteration, or
leasing (e.g., housing market analyses and housing privatization
analyses). c) Develop and update comprehensive plans, designs, and
analyses for construction and improvement within military family
housing (MFH) and unaccompanied personnel housing (UPH) areas (e.g.,
housing community plans and airmen community plans). d)Develop design
for new, altered, or upgraded UPH dormitories and housing
management/service facilities. e) Provide Construction phase services
for housing construction projects. f) Develop economic analyses
addressing facility, utility, and other technical or managerial housing
initiatives wherein alternatives are evaluated. g) Develop, analyze, or
evaluate sufficiency of environmental impact statements and or
environmental assessments supporting new housing construction. h)
Research, establish, organize and maintain selected data bases
addressing age, category, distribution, cost, condition, and other
status of housing facilities. i) Develop software to address specific
engineering and management applications for housing. j) Develop
technical, procedural, and /or managerial tools, analytical models,
publications, and training aids. k) Identify potential applications for
new technologies or commercial state-of -the art products, materials,
tools, equipment, services or processes to enhance facility
operation/maintenance/repair or specific functional capabilities. 3.
SELECTION CRITERIA: See Note 24 for general selection process
information. The specific Selection Criteria (a through (d being
primary and (e through (f being secondary in descending order of
importance are as follows and must be documented with resumes in the
SF255: a) Specialized experience and technical competence in
preparation of Housing Community Plans and/or updates; Air Force Family
and unaccompanied personnel housing planning, design and construction
projects; Development of a variety of reports and studies assessing
condition, adequacy, and requirements of Air Force family and
unaccompanied personnel housing. Technical competence and experience in
energy conservation, pollution prevention, waste reduction, and the use
of recovered materials must be documented. b) Professional
qualifications of key management, professional staff, and consultants
qualified by education, registration, certification and/or training.
Provide resumes for two registered professionals in the following
fields: architecture; landscape architecture; civil, structural,
mechanical, electrical and environmental engineers. Additionally,
provide resumes for two professionals qualified by education,
registration, certification and/or training in planning and in
economics. c) Capacity of firm to accomplish projects within the
required time and the ability to accomplish multiple delivery orders
concurrently. d) Superior performance evaluations on recently completed
DoD contracts. e) Volume of DoD contract awards in the last 12 months
as described in Note 24. f) Extent of participation of SB, SDB,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort. In addition, a brief Design Management Plan including
an explanation of the firm's management approach, management of
subcontractors, quality control procedures and an organizational chart
showing the inter-relationship of management and various team
components (including subcontractors) must be included in paragraph 10
of the SF 255. Firms must provide documented evidence of CADD
capabilities. These capabilities, including the type of system used,
should be described in block 10 of the SF 255. 4. SUBMITTAL
REQUIREMENTS: See Note 24 for general submission requirements. Any firm
with an electronic mailbox responding to this solicitation should
identify such address in the SF 255. Release of firm status will occur
within 10 days after approval of any selection. Firms which are
interested and meet the requirements described in this announcement are
invited to submit one completed SF 255 (Revision 11-92), U.S.
Government A/E and Related Services for Specific Projects to the office
shown above. All responses on SF 255 to this announcement must be
received no later than 4:30 pm Local Time on the 30th calendar day
after the date of this publication to be considered for selection. The
day following this CBD announcement counts as day number 1. If the
30th day falls on Saturday, Sunday or a U.S. Gov't holiday, the
deadline is the close of business on the next Gov't business day. It is
requested that interested firms list the fee amount and date of all DOD
contracts awarded during the last 12 months to the firm and all
subsidiaries in Block 9 of the SF 255. Responding firms must submit a
current and accurate SF 254 for each proposed consultant. Additionally
all responding firms which do not have a current (within 12 months) SF
254 on file with the North Pacific Division, Corps of Engineers must
also furnish a completed SF 254. If a SF 254 is included, only the
11-92 edition of the form will be accepted. The business size status
(large, small, and/or minority should be indicated in Block 3 of SF
255. Definition: A concern is small if its annual receipts average over
the past 3 fiscal years do not exceed $2.5 million. No other
information including pamphlets or booklets is requested or required.
No other general notification to firms under consideration for this
project will be made and no further action is required. This is not a
