Christina Beaulieu, Contracting Officer, 301-344-0252 C -- The
Agricultural Research Service, USDA, plans to enter into contract
negotiations with an Architect-Engineering (A-E) firm located in the
state of New Mexico. Proposed A-E services will be for the design, cost
estimating, inspection of construction, and related design and
construction phase services of the Jornada Experimental Range
Headquarters Building on the New Mexico State University (NMSU) main
campus, Las Cruces, New Mexico. The Jornada Experimental Range program
investigates ecosystem processes, then uses that knowledge to develop
strategies for remediation and protection of desert rangelands. A new
building(s), estimated at 29,000 gross square feet, will provide
office and laboratory space for up to 60 scientists and support
personnel, along with improved connections to the NMSU's computing and
networking infrastructure. The estimated construction cost for the new
facility, including infrastructure, is between $5,000,000 and
$6,000,000. The proposed site location is serviced by all utilities
provided by the Univeristy; however, upgrades may be required.
Evaluation of firms will be based on the following criteria, in order
of descending importance: (a) Specialized experience and technical
competence in the type of work required (research facility in an
University setting), including knowledge of dry/wet laboratory space
and telecommunication/networking environment; (b) Professional
qualifications necessary for satisfactory performance of required
services; (c) Past performance on contracts with Government agencies
and private industry in terms of cost control, quality of work and
compliance with performance schedule; (d) Volume and nature of present
workload as it relates to the ability to perform the work required in
a timely manner, specialized technical skills, project coordination
and management skills, and team experience of proposed key personnel;
(e) Staffing and equipment to accomplish the work in the required time.
To be considered for award, firms consisting of the major disciplines
(architectural, mechanical, electrical, structural, civil, etc.) Must
be located within the state of New Mexico. The geographic requirements
do not necessarily apply to specialty consultants (laboratory,
ventilation, fire protection, telecommunications, etc.). Any SF-254 and
SF-255 forms received after the exact time/date set for receipt will be
handled in accordance with FAR regulations 15.208. Firms meeting the
requirements are invited to submit SF-254's and SF-255's under this
Solicitation No. 8268-3K15-98 to the U.S. Department of Agriculture,
