TO PROVIDE THE TECHNICAL SERVICES IDENTIFIED BELOW. The Environmental
Protection Agency is performing a market search for a contractor to
provide technical support for research conducted at the National Risk
Management Research Laboratory's (NRMRL) RCRA-permitted Test and
Evaluation (T&E) facility in Cincinnati, OH. Research at the T&E
facility involves the study and technical evaluation of bench and pilot
plant scale water treatment technologies, wastewater treatment,
industrial waste treatment, and hazardous liquid and solid (soils,
sediments, etc.) waste treatment. Wastewaters and solid wastes treated
include those of domestic, municipal, synthetic or industrial origin
and may contain hazardous and toxic substances as defined by federal
regulations. Matrixes studied include those classified as or containing
toxic and/or hazardous wastes. Other sample and waste matrices such as
air, soils, sediments, residuals, debris and sludges may also be used.
Studies are conducted primarily on-site but may be conducted at other
EPA approved locations when required.. In addition to providing support
in project specific experimental design, the contractor may be required
to design, fabricate and operate test apparatus and collect and analyze
data generated during operation of the test systems. The contractor
will also be responsible for operating the experimental equipment and
facility support services in a manner to ensure the T&E's compliance
with health, safety and environmental compliance regulations. The
applicable SIC Code is 8731 with a size standard of 500 employees. EPA
intends to award a single indefinite delivery/indefinite quantity
(ID/IQ) contract for a period of five years. The estimated maximum
requirement will be approximately 350,000 technical hours over the five
year period. Interested parties must demonstrate experience in the
following areas: 1) Experience with bench scale, pilot plant, and field
scale research projects in the areas of water, wastewater and toxic and
hazardous waste treatment 2) Experience with designing, fabricating and
operating both conventional and prototype treatment equipment 3)
Experience in meeting all aspects of the compliance requirements for a
facility which is RCRA-permitted as a Treatment, Storage, and Disposal
Facility (TSDF) 4) Availability of personnel in the following
disciplines: Chemical Engineering, Biology, Environmental Compliance
Specialist, Environmental Engineering, Environmental Science,
Chemistry, Civil Engineering, Microbiology, Mechanical Engineering,
Industrial Hygiene, Environmental Health, Electronic Technician. ANY

DEMONSTRATES THE ABILITY TO PROVIDE THE REQUIREMENT DISCUSSED ABOVE.
