Contracting Officer Ollie Johnson (703)325-6805 Contract Specialist 17.
CECOM Acquisition Center proposes to issue Solicitation
DAAB07-98-R-6010 for the design, fabrication and test of one (1) 5 kW
high speed (3600 rpm), lightweight alternator with power conversion
electronics integrated with a Government Furnished Yanmar engine, and
an Option for the delivery of one (1) additional alternator. The
alternator and power electronics; herein referred to as a subsystem,
shall be capable of providing rated continuous power at 5000 Watts,
0.8pf within a temperature range from -32 C (-25 F) to +52 C (+125 F)
at any possible relative humidity within this range. The rating is to
be constant at altitudes up to 5000 feet at a temperature of 107
degrees Fahrenheit. The power may be reduced 3.33 per cent for each
1000 ft above 5000 ft. and 1.0 per cent for each 10 degrees Fahrenheit
above 107 F. The target weight for the alternator is 25 pounds. If the
contractor chooses to employ a R&D power electronics package, the
target weight is 25 lbs., with a full heat sink if needed.
Thealternator shall be reconnectable for the following outputs 0.8pf,
120 VAC single phase; 120/240 V single phase; and 120/208 V three
phase. The alternator subsystem shall have an efficiency of 90% or
greater and be compatible with a Yanmar 2TNE68C commercial engine. The
Yanmar 2TNE68C engine with a 24 Volt (V) battery charging alternator,
24 V starter, a flywheel and housing, and a pusher fan will be
provided as Government Furnished Equipment (GFE) to the contractor. The
power electronics package shall provide conditioning and control
capabilities at temperatures from -32 C (-25 F) to +52 C (+125 F) at
any possible relative humidity within this temperate range, and shall
allow for short circuit and overload protection and have long and short
surge capability. Release of the Solicitation is anticipated on or
about 27 February 1998. Hard copies will not be provided. Interested
parties may download a copy of the Solicitation from the CECOM Business
Opportunities page located at http//acbop.monmouth.army.mil. The due
