Information relating to commercially available Smart Cards. Four different configurations are being reviewed. The configurations are: (1) 8 Kilobyte microprocessor card with card operating system installed (2) 8 Kilobyte combination (contact and proximity) microprocessor card with card operating system installed (3) 16 Kilobyte microprocessor card with card operating system installed (4) 16 Kilobyte combination (contact and proximity) microprocessor card with card operating system installed. Interested sources are encouraged to submit the following written information at NO COST or obligation to the Government: Company name, address, point of contact and telephone number, technical data package on each configuration (include protocol ie. T=0 or T=1 and encryption algorithm ie. 3 des, RSA, etc.), technology used on contactless chip, description of interface between contact and contactless chips, availability of each configuration and unit price of each configuration including quantity discounts. Long term program goal will require 1.5 million smart cards. Short term program goal will require multiple lots of 50,000 to 100,000 smart cards. The cards must comply with the following standards: ISO 7816, EMV compliant, signature panel on back of card, PVC material capable of withstanding thermal printing, left centered chip on face and top mounted magnetic stripe on the back of the card. The magnetic stripe must be three track, ISO 7810, high coercivity (4000 Oersted) and be American Banking Standard compliant. Release of the card operating system technical documentation and user instruction will be required in order to incorporate the card operating system into the Government Smart Card User Interface.
