The US Air Force intends to purchase 1000 four cell (1/2D cells),
non-rechargeable, Lithium Sulfur Dioxide battery packs from BlueStar
Battery Systems Corp. for use with its initial production of Combat
Survivor Evader Locator System (CSEL) hand held radios. The battery
packs have a unique design to fit the form and function of the CSEL
radios, to include a unique case in accordance with strict CSEL
specifications, unique connectors, and safety circuitry. BlueStar
Battery Systems has already manufactured 500 CSEL batteries as part of
the Engineering, Manufacturing, and Development (EMD) phase of the
CSEL program under a contract with Boeing Communications and
Information Management Division, and under that contract has acquired
special tooling for manufacture of the CSEL battery pack. Furthermore,
the batteries have already undergone extensive and expensive
qualification and safety testing under the EMD phase, per Air Force
requirements. BlueStar is also currently believed to be the only
company that manufactures 1/2D cell Lithium Sulfur Dioxide batteries.
Therefore, the Air Force intends to issue a sole source contract to
BlueStar, in accordance with FAR Subsection 6.302-1, Subdivision (ii).
The battery packs are required in June 1998. However, other interested
parties are invited to submit a statement of technical capabilities
which includes the following information: 1) Company name, mailing
address, points of contact and telephone numbers, 2) business size
classification, Large, Small, or Other, and 3) experience in battery
production. Interested offerors must submit Statements of Capabilities
(SOC) which clearly show that they are qualified to perform this
effort. Send your capability statements to SMC/CZK (ATTN: Major Ray
Harris), 2435 Vela Way, Suite 1613 Los Angeles AFB, CA 90245-5500. Oral
communications are not acceptable. This acquisition is intended to
fulfill urgent operational requirements. Prospective contractors should
submit information in writing within 15 days of this notice with
well-documented evidence of their capability to meet all technical
contractual requirements. Technical Drawings, Interface Control
Documentation or Detailed System Specifications are not available. Our
