being solicited for Observation of Emission Testing and Sample
Collection at an Elemental Phosphorus Plant. Simplified Acquisition
Procedures will be utilized. This solicitation incorporates all of the
applicable provisions and clauses in effect through FAC 97-02 The
performance period shall be between March and May 1998. The work is to
observe and collect samplings from the FMC elemental phosphorus plant
in Pocatello, Idaho. The contractor will observe FMC while collecting
the required samples from the calciner stacks per CFR 61.123. The
testing practices of the plant will be compared, by contractor, to Test
Methods 1,2,3 and 5 of Appendix A to 40 CFR Part 60. A written case
narrative will be required within 30 days of completion of observation
phase. A complete set of polonium-210 particulate samples will be
collected, by contractor, using Test Method 5 of Appendix A to 40 CFR
Part 60 and submitted to the EPA for analysis. The EPA will base the
award decision on solicitations received from the responsible offeror,
whose offer, will be the most advantageous and represents the best
value to the Government, price and other factors considered. The
following factors will be used to evaluate offers: (A)Past Performance;
(B)Technical Capability; (C) Cost/Price. Factor A is more important
than Factor B, and together Factors A and B are substantially more
important than Factor C. Offerors shall include pricing information
that reflects the proposed labor mix and hourly rates for each
individual proposed as well as complete resumes and qualifications.
Identify two federal, state or local government or private contracts
under which the offeror has performed work similar to the statement of
work. Past performance references should be from current contracts or
completed within the last five years. The offeror shall provide a
point of contact, current telephone number and a fax number for each

complete statement of work and Request for Quotation package. Quotes
shall be submitted to the U.S.EPA, 1200 Sixth Avenue, OMP-148, Seattle,
WA 98101, no later than 5:00 pm (PST) on Monday, February, 9, 1998.
