and Instrumentation Command (STRICOM) desires industry interface to
gain information on available products and technologies to further
define/refine the requirements and the acquisition approach for a
Mobile Infrared Scene Projector (MIRSP) system. The MIRSP is a U.S.
Army major technical test instrumentation project designed to support
the Test and Evaluation (T&E) of Department of Defense weapons systems
under the T&E mission area. The MIRSP primary program objectives will
be to develop a mobile version of the Dynamic Infrared Scene Projector
(DIRSP), providing a new capability to test Second Generation Forward
Looking Infrared (FLIR) target acquisition sensors, as well as Imaging
Infrared missiles mounted on ground or aircraft weapon systems. The
MIRSP will present realistic complex and dynamic in-band target imagery
and background to the sensors. The MIRSP will also evaluate IR
sensors/subsystems while installed on their tactical platform in the
field environment. This will allow extensive testing of the complete
weapon system in a static operational mode, under shelter, prior to
dynamic field operational scenarios. Examples of weapon
systems/platforms that will be integrating and testing their current
and upgraded FLIR systems over the next 3-5 years are: Reconnaissance
Attack Helicopter (RAH-66) Comanche; Longbow Apache; Blackhawk; Kiowa
Warrior-Armed; UH-60Q Medivac Helicopter; Special Operation Forces
MK-60 Helicopter; Improved Target Acquisition System (ITAS); M2/M3-A3
Bradley Improved Bradley Acquisition Subsystem (IBAS); and other
Horizontal Technology Integration (HTI) B-Kit Second Generation FLIR
platforms. Information is being requested at this time specifically on
developed or developing technologies and products, such as: resistor
emitter errays; non-uniformity correction; projection optics; mobile
shelters/platforms; control electronics; environmental conditioning;
and electronic packaging techniques. Information is also requested, if
available, on the integration and fitting of these technologies onto
a rugged portable/mobile system/subsystem configuration. The Government
MIRSP Integrated Product Team (IPT) believes industry feedback is
vitally important. The IPT will be receptive to any and all ideas
received from industry which would result in eliminating constraining
requirements, would realize cost savings, or would highlight potential
technical or contractual problems or conflicts associated with the
MIRSP program. Information and comments, whether supportive or
critical, are equally being solicited. The Government does not intend
to pay for the information solicited at this time, and will not
recognize any costs associated with submission of information.
Proprietary information is not being solicited; however, if it is
submitted, it should be appropriately marked. Responses to this request
