Agency has a need for a contractor to provide the Office of Air and
Radiation, National Vehicle Fuel and Emissions Laboratory, Advanced
Technology Support Division, with specialized engineering support for
the design, development, modification, fabrication, testing, and
installation of powertrain subsystem and electronic control systems for
drivetrains of experimental vehicles. The vehicle powertrain components
may include hydraulic pumps and hydraulic motors, hydraulic
accumulators, electrical and hydraulic control valves and actuators,
electronic control systems, advanced Otto cycle or diesel cycle engines
and transmissions, etc. The contractor shall provide all personnel,
materials, services, equipment and facilities to design, develop,
modify, fabricate, procure, calibrate, and perform engineering tasks on
the requisite powertrain component. All vehicle, engine, powertrain,
and/or fuel system components required to perform work will either be
acquired or designed and fabricated by the contractor. The contractor
may be required to convert appropriate equipment to alternate-fuel
operation. The Government anticipates the award of a
cost-plus-fixed-fee term contract with a twelve-month base term and two
(2) twelve month options to extend the term. The base level of effort
for each term will consists of 9,000 direct labor hours. In addition,
options will be included to increase the level of effort by up to
22,500 labor hours during each term. The solicitation will be subject
to full and open competition. All responsible offerors may submit a
proposal. Copies of the solicitation will be available to all offerors
