gibson.karen@epamail.epa.gov. The Environmental Protection Agency (EPA)
is seeking a contractor to provide quality assurance and site
management for the Ultraviolet Radiation Monitoring Program. This
network employs an instrument known as the Brewer spectrophotometer.
The Brewers measure UV radiation, total column ozone, total column
sulfur dioxide, optical density of the atmosphere, and provide
measurements from which the stratospheric ozone profile can be derived.
This network is comprised of a variety of sites primarily located in
National Parks and urban areas around the U.S. Currently, there are
fourteen Brewers in operation with an expected maximum of 22 sites. The
Brewer set-up includes a computer to log the data and a telephone
hook-up by which data can be retrieved. A site operator is on duty at
each site to carry out routine duties related to the Brewer operation.
The contractor must deal with all aspects of the daily data gathering
from the network in order to obtain, in a timely manner, a high
capture rate of quality assured data. The contractor must provide
communication, guidance, and support to the site operator concerning
daily operations, calibrations, and maintenance. On a daily basis, data
shall be retrieved by telephone from each site, reduced, subjected to
first-level of screening for quality, and stored in a central data
base. The contractor shall provide quality assurance/quality control,
field support, data reduction, and data archiving to this UV monitoring
network consisting of up to 22 Brewer spectrophotometers. The final
output from the contractor shall be a complete, readily-accessible data
set from the network. EPA anticipates award of completion type contract
with a base period and four option periods of 12 months each. It is
anticipated that this this solicitation will be issued on or around
2/18/98 and that proposals will be due approximately 30 days after the
RFP issuance date. The solicitation, amendments, and source list will

the solicitation, source list and amendments via the Internet. If you
obtain a copy of the solicitation via the Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. Firms who do NOT have the capability to
obtain the solicitation from the Internet may submit a written request
for a diskette with the solicitation and source list in WordPerfect
6.1 format form the contact point at the address above. However, only
those firms who do NOT have the capability to obtain the solicitation
from the Internet should request a copy of the diskette. Diskettes will
not be sent to those firms who have Internet access. If you request a
diskette of the solicitation, you will receive amendments by mail,
unless you notify us otherwise. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or more
different geographic locations. A copy of the preliminary source list
will be issued to all prospective offerors along with the solicitation
on the internet/diskette. A separate request is not necessary. All
responsible sources may submit a proposal which shall be considered by
