synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
243-98-Q-6000 and is being issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-02. The Standard
Industrial Classification if 3325, and the small business size standard
is 500 employees. The Alaska Area Native Health Service (AANHS) has a
requirement to purchase 2500 (each) Duckbill (soil) anchors, Model
88-DBL, and, 4 (each) installation (driving) rods for above, Model 68.
The soil anchor requirements are: Materials: Anchor Body -- Aluminum,
weight 14 oz; Anchor Cable -- Galvanized 1/4" 7x19 GAC, 3 1/2' in
length, 7000 pound minimum breaking strength; Performance: The soil
anchor shall be able to resist 3000 pounds of force; Installation: The
soil anchor required shall be driven into the soil using a hammer and
a driving rod. As the anchor is being driven it compacts the soil
around the anchor body. Once the anchor is in proper depth the drive
rod is removed. An upward pull on the cable rotates the anchor into
load lock position. The anchor cuts into and further compacts the
undisturbed soil; Equal: The soil anchor shall be equal to a Duckbill
Model 88-DBL. The driving rod requirements are: The driving rod shall
be capable of installing the soil anchor as described above. The rod
shall be made of 1/2" round steel with an enlarged striking head. The
rod shall be a total of 3' in length. Required delivery date is May 1,
1998. Delivery shall be made FOB Destination to: OEH&E Lower Yard,
Attn: Dennis Wagner, 131 Orca St., Anchorage, AK 99501 (with a Mark for
address of Kotlik, AK). All items shall be packaged for ocean shipment.
Provision 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition and any addenda to the provision. Offers will be
evaluated in accordance with 52.212-2, Evaluation of Commercial Items.
price and delivery will be the evaluation factors. Offerors must
include a completed copy of 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with their offer. Clause 52.212-4,
Contract Terms and Conditions -- Commercial Items, applies to this
acquisition along with any addenda to the clause. Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition.
Quotes must be submitted in writing. Quotes shall be submitted by
