issue a Request for Proposal (RFP) for support services, on a sole
source basis, to General Sciences Corporation (GSC) to extend the
period of performance of contract NAS5-32332 from February 28, 1998 to
February 20, 1999. This extension is required to consolidate this
effort with similar requirements within the Earth Sciences Directorate.
NASA expects to award a contract for consolidated requirements using
competitive procedures in 1999. Under the current contract, GSC
provides support in the following areas: atmospheric general
circulation modeling; four-dimensional assimilation technique
development; remote sensing of weather and climate parameters from
satellites; similation studies of proposed observing systems; general
applications of assimilated data sets to earth science problems;
diagnostic studies of the atmospheric general circulation and coupled
ocean-atmosphere land-surface modeling. This effort supports Code 900
research as well as various Projects, therefore, it is essential that
all schedules be met so satellites can be launched on time. In addition
support is provided in the areas of computer graphics systems,
networking computer support equipment and on-site management of the
contract, including staffing and coordination of support work with
Government personnel. GSC is the only company with the specialized
experience and capabilities necessary to maintain the required level of
support, without unacceptable delay. Statutory authority for this
procurement is 10 U.S.C. 2304(c)(1), Only One Responsible Source.
However, any companies that believe that they can provide these
services without any detrimental schedule impact to the Directorate,
including the work being performed for various Projects and associated
schedules, should fully identify, in writing, their interest and
capabilities within 15 days after publication of this notice, to the
point of contact. The Government does not intend to acquire a
commercial item using FAR Part 12. See Numbered Notes 22 and 26. An
