Kroener, Joseph.F.Kroener.1@gsfc.nasa.gov. NASA/HQ plans to issue a
Request for Quotation (RFQ) for the continued lease of office space in
support of NASA's Career Transition Assistance Program (CTAP). The
required lease space is 4,080 sqare feet and is located at 501 School
Street, Washington DC (approximately 1 block from NASA HQ). Office
space outside of the NASA HQ buiding is required due to the lack of
available office space within the HQ building. Also, it is critical to
the success of the CTAP program to offer participants a remote
location in order to ensure their privacy and anonymity. The basic
period of the resultant lease continuation will be four months with an
option for an additional three months. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ
intends to lease the required space from Technical and Administrative
Services Corporation (TADCORPS), who are the current providers for the
space under an existing contract. The current lease period under the
existing contract will expire on 3/31/98. The CTAP program requires use
of the space for up to an additional seven months, through October
1998. The authority for other than full and open competition is 10
U.S.C. 2304(c)(1) -- Only One Responsible Source. As the incumbent
provider of the space, only TADCORPS can provide the required lease
extension as they hold the existing rights to the prime lease. Also, no
other office space will meet the Government's requirements since the
CTAP has been in operation at the School Street location for over a
year and to abruptly change locations would result in severe disruption
to the continuity and effectiveness of the program. To lease any other
space would also result in substantial duplication of cost (e.g.,
clean up, set-up, and misc. relocation costs and fees) to the
Government that is not expected to be recovered through competition,
especially since the duration of the continued lease period is
relatively short. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. See Note 22. Any

(15) days from the publication of this synopsis to submit in writing
to the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
be considered by the agency. An Ombudsman has been appointed. See
