Center, F-117A Program Office (ASC/QLAX), plans to issue RFP No.
F33657-97-R-0035 to Raytheon Texas Instruments Systems (RTIS) for the
F-117 Video Tracker/System Controller Improved Item Replacement
(VT/SCIIR) High Rate Production. The Government requires high rate
production of replacement Video Tracker/System Controller (VT/SC)
computer systems for the Infrared Acquisition and Designation System
(IRADS) of the F-117A Infrared/laser/targeting system. A sources sought
synopsis was published in the Commerce Business Daily on 3 December
1997, cbdnet.access.gpo.gov. (cite W-337 SN147430). Based upon this
synopsis, the Government intends to negotiate and award a contract to
RTIS under the authority of FAR 6.302-1(a)(2)(ii). Sources interested
in subcontracting opportunities should directly contract RTIS, McKinney
TX. The VT/SCIIR is currently in the development/LRIP stage and this
phase is being performed by RTIS. The VT/SC performs all system moding,
dual turret control, dual laser firing and guidance coding interface,
inertial pointing, line of sight referencing, target coordinate
generation and weapon computer interaction, passive and active ranging,
Initiated and Periodic Built In Test, target video tracking, and
automatic/manual video control for the F-117A targeting system. This
production effort will include the manufacture of eighty-eight (88)
production units and refurbishment of seven (7) development units. The
effort will be accomplished in three lots. Contract award for LOT I is
planned for May 1998 and LOTs II and III will be options to the basic
contract. Delivery of the VT/SC units will commence Apr 99 and continue
through June 00. Government owned integration/design drawings are not
available. Mr. Stephen J. Plaisted has been appointed as Ombudsman to
hear concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual
