(FERC)intends to negotiate on a sole-source basis with LaDorn Systems
Corporation of Washington, DC. The proposed contract is for document
duplication services and full service information research and
retrieval services for the public. The proposed effort shall take place
during normal business hours at the Federal Energy Regulatory
Commmission's Public Reference Room at 888 First Street, NE,
Washington, DC. The contractor is required to provide all support
personnel, equipment, supplies, maintenance and will be required to
reimburse the Government for space rental at a minimum cost of $25,000
annually. The contract will be no cost to the Government. Currently
the Government is utilizing a new software system which will provide
access via the Internet, thereby not requiring the public to request
nor pay for copies. The FERC cannot guarantee a profit under the
proposed contract. Plans are underway by FERC to phase out all contract
efforts in its entirety. The contract period of performance is one year
with one year option. The Government intends to solicit one source
under the authority of, 41 U.S.C. 253(c)(1)(I), "Only One Responsible
Source". This notice of intent is not a request for competitive
proposals. However, all proposals received within thirty (30) days
after date of publication of this synopsis will be considered solely at
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. All interested concerns may submit detailed
technical specifications, sufficient documentation to establish
technical capability to fulfill the requirement and itemized pricing to
the FERC, Division of Procurement, Information Resources Procurement
