The U.S. Army Corps of Engineers Pacific Ocean Division intends to
issue a Small Business Set-Aside solicitation for Indefinite-Delivery,
Indefinite-Quantity Firm Fixed Price (FFP) Contract for Remedial
Action/Environmental Investigations and Studies at Various Pacific
Locations and Areas Within the Responsibility of the Pacific Ocean
Division. Service to include environmental cleanup and remedial action
for hazardous/toxic and containerized wastes in compliance with the
Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response, Compensation, Liability Act (CERCLA) and its
amendments, and other applicable Federal, State, local laws and
regulations at various Pacific locations. Work will be performed
primarily for the following programs but not limited to: Defense
Environmental Restoration Program, Resource Conservation and Recovery
Act, Subsurface Oil Recovery, Emergency Response, Radon Abatement,
Asbestos Abatement, Pollution Abatement, Environmental Compliance,
Clean Water Act and Underground Storage Tank Removal and Remediation.
The required services may include but not be limited to projects in
Hawaii, American Samoa, Guam, Commonwealth of the Northern Mariana
Islands, Kwajalein Atoll, and other Pacific Islands, Korea,
Japan/Okinawa and other project locations assigned to the Pacific Ocean
Division. Defense Base Act insurance for work overseas is required. The
contractor shall provide all necessary services, construction,
supplies, material, equipment, environmental documentation and
transportation. The Government intends to award two (2) contracts for
one (1) base year and three (3) option years, if exercised. Contractors
may be selected without discussions. Service will be implemented
through individual delivery orders on an as-needed basis, with a
maximum cumulative amount for each contract of $3,500,000.00 for a
one-year period. The maximum cumulative total amount is $14,000,000.00
per contract. The Government obligates itself to a minimum contract
amount of $70,000.00 forthe base year and $35,000.00 for any option
year that is exercised. Delivery orders with separate scopes of work
will be issued against this contract. The technical factors and
subfactors are in descending order of importance as follows: (a)
demonstrated experience and familiarity of Pacific geographic region in
order to meet requirement for performance of complex tasks of differing
natures in reomote areas; (b) specialized experience and technical
competence in environmental, planning, and scientific studies; (c)
demonstrated experience in the Pacific area from Hawaii through Asia;
(d) demonstrated experience in and knowledge about tropical Pacific
environments; (e) academic participation of key subcontractors, if any;
and (f) experience with the Pacific Ocean Division. Solicitation to be
issued on or about February 17, 1997. Solicitation documents will be
availabe at a cost of $20.00. This charge is non-refundable and
solicitation need not be returned. Request for solicitation documents
must be in writing and include solicitation number and be accompanied
by check or money order. Cash will not be accepted. Checks and money
orders are to be made payable to the U.S. Army Engineer Division,
